GUEST/PUBLIC COMMENT Dean Murphy addresses the Senate to discuss the Pahrump Manufacturing program. With the CT enhancement funding they have been able to hire an instructor and start a program and build curriculum. They are in the process of moving that curriculum through C&A and started on it last spring. They are trying to get through some of the courses through. That is a difficulty. What they would like to do and try to do is try to get the program approved for the academic affairs council. It does have to go through all the committees at GBC. They are going to do an Associate of Applied Science degree and a one year certificate of achievement. He has submitted those courses and the program proposals to C&A for their review. They will be working through this. For the timing of the degree and the timing of all the committees it has to pass and go through, he was wondering if Senate would want to vote to approve the program proposal as long as it passes through C&A. They will meet on this Tuesday according to George Kleeb. How does Faculty Senate feel about approving the program? We have the instructor, the equipment, the facility. We are using the High School facility there. Kathy Schwandt asked if they were asking for action today. Dean Murphy replied yes. Someone asked if this should be opened for a sense of the senate. This is a time saver to have this make the Academic Affairs meeting. David Sexton moves that the program and courses are approved upon condition that the program meets C&A requirements. The motion carries unanimously. senate chair report Information/Possible Action Chair Report Chair Jung was invited to the Dean and Directors meeting this Tuesday and the budget was for the next Biennium was 1.4 million in deficit. There are possibilities that this can change, including the new governor coming in January. Pres. Helens and others are working hard on this issue. The president is planning on hiring a Chief Information Officer (CIO). They will supervise the library, IT, and the distance education departments. Vice President Jake Rivera will be moving here soon. Pres. Helens talked about the overload policy and this policy will be reviewed through Comp. & Benefit committee this year. VP Sibert will be working with the Comp & Benefit Committee. The Pres. spoke about the tenure policy being reviewed. Pres. Helens emphasized all faculty and administration working together as a team during this time of difficulty. Update on the NSHE Board of Regents approval for $1.5 billion operation budget. This document was emailed to all faculty by the NSHE news from the systems office. This document includes funding for UNLVs new medical school and the faculty salary. This also includes creating statewide summer school. This budget request was sent to Gov. Sandoval. Currently the NSHE institutions are only funded by a state funding formula for nursing classes during the summer, however this expansion would accelerate student completion and students graduating on time while completing certificate programs. The second point requested is designed to enhance faculty salaries based on performance. The next point addressed faculty salary compression. The Comp. and Benefit Committee will have to work on the building model regarding the faculty salary compression. Chair Jung met with Pres. Helens to discuss the new committees. Also, under the direction of the President, Kevin Seipp has been working on the Athletics committee during the summer. The only thing that C&A couldnt approve them on was common course numbering. They were sent out one day too late. They had to be sent out on Aug. 15, 2018. Kevin has been working with the President closely over the summer on the Athletics program. They had the Scenic West Athletic Conference at GBC in June. President Helens asked Kevin to move forward with NJCAA membership and we are now officially a member of the NJCAA. He will be sending out a letter to the Scenic West Athletic Conference to be a voting member and not a participating member. The commitment made to the conference is to be competitively active in mens and womens soccer and womens volleyball starting in fall of 2019, so a little less than a year from now. They are looking at developing a mission statement and philosophy. They are looking at logo branding and potentially moving forward with apparel sponsor through Eastbay. This is in the infantile stages. They are preparing for the Board of Regents Athletics meeting. They have submitted a request to be on the agenda for the meeting and to let them know of the intentions. With this in mind, they have to come up with a five year plan that shows funding, student body support and more. They have met with the SGA and they have allowed them to put five questions on the September ballot in regards to athletics. This will include student fees in regards to tuition, such as $2, $3, or $4/credit. The committee will be focusing on sustainability, student support, funding. Matt McCarty and Kevin have the go ahead to start obtaining corporate sponsorships. Kevin has started talking to the Spring Creek Association about using their facilities. The membership cost of the NJCAA is $2,000 for a new school. For the Scenic West Conference $400/yr.
