Approval of minutes: Action A motion was made by Justine Stout and seconded by John Rice to approve the December 11th, 2015, Faculty Senate Minutes. The motion passed unanimously. GUEST/PUBLIC COMMENT- Lisa Frazier Associate Vice President for Distance Education Lisa introduced herself and Carrie Meisner as a part of the E Learning Taskforce. An initiative of this taskforce is called eNcore. eNcore came about because NSHE as a whole would like to increase their capacity. There is a gap between what we are currently offering and what is needed by the state. Nevada ranks number 1 in having residents enrolling in online degree programs out of state. The Chancellor hired the Katz group and they interviewed many areas of institutions. With that information they created a report with suggestions. This was broken down to phase 1 and phase 2. Phase 1 was EdReady materials. EdReady Math has been used for a year and a half and EdReady English just came out. The English portion must be used within the WebCampus shell. Phase 2 came out and is eNcore. Carrie and Lisa attended meetings up until September of 2014 but then there was no funding available for Phase 2. A subcommittee from the entire eLearning task force was looking at recommendations from the chancellor and Katz report to create a NSHE wide listing of all online courses. Lisa mentioned that before this we had a listing of all the NSHE courses from 6 years prior. The proposal hires a director for the listing of courses and eventually an instructional designer for each institution. They help with training and also the creation of courses for eNcore and for the institutions. All of the institutions say they need instructional designer help. eNcore does that and creates the online course listings. It also provides stipends for course development. They want to add analytic software to catch students who get too far behind in courses and an annual conference. There would be a steering committee which would be a faculty member and distance ed member and then there would be a course review committee which would have a faculty member that would change based on specialties. The VPAA of each school chooses which courses will be on the list. They choose which course and who teaches it. The fee recommendations go to the VPAA NSHE group. Benefits would be to increase the capacity for not only our students but all NSHE students. Lisa said they imagine a situation where a course may be full so it would be opened up to the state-wide list. This is an issue because it was left out of the draft report. This report is from the subgroup. It has not been given back to the whole taskforce. Students will be able to get the courses when they need them but there are risks. What if CSN has a huge capacity of 50 courses when GBC may only have 3 course offerings? The issue of balancing is with the VPAA. Another issue is student support for these courses. How do we choose the standards for the courses so there is a guaranteed rigor? One of the biggest questions that Lisa said she may have is, how does she know if she will still have a job? Lisa explained that there are a lot of things that GBC does to keep students. Lisa mentioned the news article recently published about GBC having the most affordable tuition. The chancellor just wrote an email to all of the regents showing excitement on this and discussed leveraging the market to get more out of state students. 100% of the fees for online students comes back to GBC. This can help fund and booster the programs that we already have. The president said that this is right along with our mission to the regents to deliver innovative distance ed, not only to our state but elsewhere. Lisa would like facultys feedback for when this report goes back to the committee. Lisa took questions: Scott Gavorsky mentioned that this raises issues with faculty roles. Even though there is course emphasis determined by faculty there does not seem to be any possibility for faculty to disagree with course designers. Lisa said that when the E-Learning task force met they had publisher after publisher for presentations. Lisa felt that the Chancellor wanted the taskforce to choose a publisher. The taskforce said they would not choose a publisher and plug in faculty. It was always the intention that the textbook and content are chosen by the faculty. Glenn Tenney voiced a concern over who would be in charge of these classes. Lisa understood his concern and said that moving forward GBC must have representation on the course selection committee. The VPAA will decide who teaches the courses and how many. Jonahan Foster asked if GBC would lose the ability to add sections. Lisa did not think this would limit how many sections we are able to add. Lisa asked faculty to read the report before filling out the survey. senate chair report: Information Transfer & Early Termination- Going for action at Board of Regents. Mary has sent out the most recent responses from the other NSHE institutions. The chairs are asking for a sense of the senate on Is it appropriate for the Chancellor to have final transfer authority provided there are limitations? Faculty Senate Chair Terms- The chairs have asked if the chairs could have the same term dates. July 1st- June 30th. There will need to be a change in bylaws. There was no disagreements and Laurie Walsh will update the bylaws with members discussed at next meeting. Exit Interview for Faculty- All systems should have the same exit interview. GBCs is similar to the other institutions. Comp & Benefits- has started meeting. Norm has stepped down from faculty evaluations and moved to comp and benefits. Cindy has also volunteered to be on that committee. Administrative Evaluation- Will go out in April. Needs to be reviewed by Evaluation Committee. John Rice will be head of the Evaluation Committee. Administration has expressed concern to the committee that Plans of Study, as currently presented in the catalog, are being mistaken for rigid degree programs. This could lead students to focus on completing a given Plan of Study rather than focusing on completing courses that will allow them to achieve future academic goals. Mike McFarlane explained that Plans of Study are intended to act as suggestions and, in the case of GBC Bachelor Degrees, point students toward the most efficient method for completing the coursework required for smooth transition to the corresponding Bachelors program. To address this concern, the committee suggests producing a boilerplate to include with Plans of Study in the catalog. An example of what the committee is considering is presented below: Students should be aware that many colleges and universities have different lower-division requirements. Students intending to transfer into a bachelor degree program at another institution should check that institutions lower-division requirements to ensure that appropriate courses are taken at Ĵý.
