Approval of minutes: Action A motion was made by Stephen Theriault and seconded by Wendy Charlebois to approve the November 20th, 2015, Faculty Senate Minutes. The motion passed unanimously. GUEST/PUBLIC COMMENT- Dr. Curtis discussed the budget meeting with the Chancellor and his staff on November 4th. The purpose of the meeting was to explain to the Chancellor GBCs concern as they build the overall NSHE budget. The budget is due to the governor on September 1st, 2016. The concerns that GBC expressed are: The bridge funding will be eliminated. The bridge funding consists of 1.5 million dollars per year for each year of the biennium. In order to receive the bridge funding, GBC had to promise not to return and ask for anymore. Dr. Curtis is currently working to bring GBC within the state funding that we think we will receive in the next biennium. As a part of this, GBC had to prepare and show a budget that shows we have accounted for the loss of the 1.5 million dollars. We are still about $300,000 short. Dr. Curtis explained that there are a lot of moving parts with an institutional budget. People coming and people leaving as well as unexpected expenditures. Dr. Curtis feels that we can absorb the $300,000 and if we cannot figure it out there is an institutional reserve fund of about 1.5 million dollars which we could tap into. Dr. Curtis has no intention of reducing staff during this biennium period or the following. The biggest fear is that right now out of the 180 fulltime positions, 27 of those positions are on soft money. These positions are grant funded primarily with some of them being self-funded. Dr. Curtis is less concerned of the self-funding positions because there is a history of these positions continuing. GBC is concerned of those other 20 positions when they fall off of the grant funding. There was a registration fee increase approved by the Board of Regents last year that amounted to a four percent increase each year for the next four years. That brings in about 200 thousand dollars a year to the college. These funds have to be used for a different purpose other than covering our current expenses. The regents have forced GBC to write down that we will use these funds for an addition to the college. Dr. Curtis explained that these funds will be used to hire an additional English professor and a few other things. Dr. Curtis is proposing to allow GBC to use the registration dollars to cover the positions that are grant funded. He explained that it does not make sense to loose someone that is working well for us and let them go to hire someone else. The last part of the discussion is relative to the overtures that the Regents Chairman, Rick Trachok, made respectively as has the governor, and that is they want to do something to enhance workforce development efforts. GBC suggested a way of tweaking the funding formula without destroying it. GBC is suggesting that all workforce development courses have a weighted student credit multiplier of a 1 or a 2. If it is a 300 level it may be a 3, if it is a 400 level course it will get a rating of 4. Dr. Curtis explained that the multiplier for our workforce development programs are too low. Dr. Curtis explained that the reason you give a higher multiplier to the upper division and graduate courses is because they have smaller class sizes, expensive faculty and expensive equipment. Dr. Curtis feels that this describes our workforce development program, primarily the CTE programs. GBC is asking for an increase multiplier and we have already provided the data to the Chancellor. Each weighted student credit hour multiplier yields about $140 per weighted student credit hour. We generate about 12,000 weighted student credit hours that would be categorized as workforce development in a given year. If you multiple 12,000 by $140 L 1.7million. Even if the multiplier is increased by .5 it will still help greatly. Dr. Curtis mentioned that the governor has suggested he wants to do for higher education what he did for K12 during this last biennium period, whether there is any more money to be squeezed out is a whole other question. It looks like GBC is in a favorable time frame with the governor and also with the chair to get something on the weighted student credit multiplier for workforce development programs. Scott Gavorsky asked if they are still looking at revising the funding formula to correct some of the mischaracterizations of the rural environments. Dr. Curtis said they are not, and the only chance we are going to get with tweaking the funding formula is with the weighted credit hour for workforce development. Glenn Tenny asked how broadly the workforce development programs are defined. Dr. Curtis said that have allowed for differential tuition for the nursing program but no program at a baccalaureate level would be considered workforce development. The general thought process and definition is a certificate or associate degree where people can enter the workforce (in essence the trades). Dr. Curtis also mentioned the State College issue. The final proposal was presented on December 2nd to the academic research and student affairs committee. The proposal was well received and there were two questions. The first question was how this would affect facultys workload. State colleges require faculty to teach 12 hours while a community college requires 15. Crystal Abba and her staff are preparing a multiplier (1.25) for upper division courses. It will be implemented at the discretion of the president. If GBC gets state college status, some faculty will still be teaching exclusively lower division courses. The other faculty teach a mix of lower and upper division. At some point of time a committee will be formed on how the multiplier will be implemented. Dr. Curtis created a matrix to present to the board that shows how many upper and lower division courses faculty teach and what the cost effect is. The second question is how this will affect accreditation. Dr. Curtis has sent a letter to Sandra Elman, the president of North West Commission on Colleges and Universities asking her thought on this. Dr. Curtis said it is a little bit of a chicken and egg argument. They cannot change our accreditation status until we get approval to be a state college but we could be approved to be a state college and then we still have to get approval from the accrediting body. This is the same as when we add a new degree program. Every time we add a program we must get approval from the accrediting body. Dr. Curtis hopes to have good news and new status by the August special board meeting. senate chair report: Information Board of Regents- The termination and transfer notices are going to come back in March because of the time spent on public comments. The Chancellor sent to the Regents a discussion of having a tier system (60, 90, 120 days depending on term of service). Department Chair Responsibilities - Passed presidents council with some grammar changes.
