Approval of minutes: Action A motion was made by John Rice and seconded by Wendy Charlebois to approve the October 23rd, 2015, Faculty Senate Minutes. The motion passed unanimously. GUEST/PUBLIC COMMENT- Mike McFarlane Mary Doucette commented that at executive committee is was approved to move the Faculty Evaluation Committee report to the beginning of the meeting. A vote will be held after Mike McFarlanes comment. Mike McFarlane explained the purpose of the evaluation. The evaluation is there to understand individual level of performance. Also it is used to identify areas that faculty could improve in. NSHE requires an annual evaluation and Mike also explained that the evaluation is necessary for the allocation of merit pay. For the recent past Ĵý has not had merit pay so this will be significant when merit comes back. The new evaluation assessment was brought out around the time of the recession but now there needs to be a change since merit may be coming back into the picture. The current system does require that GBC has some kind of incremental system. Mike explained that we are back at the system where it is not one amount for everyone, we are now at incremental amounts. Mike explained the three elements of a good evaluation system. It has to be effective, identify performance and can be used for merit allocation. It has to be fair to the whole faculty. Just as simple as practicable. Mike explained the recent history of the evaluation. Last year the system was looked at being revised but nothing came out of it so this year the evaluation must be changed. Mike has received complaints from faculty and he agrees that it is not a great system. Mike has sat down with Bret Murphy and Amber Donnelli to kick start the process and try to simplify it. Long hours were spent and they took the existing work and put it into a simpler format. Mike explained that they tried to reframe from making major changes in what was involved. They didnt change the roles nor did they suggest some revision of percentages. They tried to simplify the role allocation and reduce duplicity. There was redundancy in pages where the same items were looked at twice. They took down the drop down peer review section. They also tried to put the form in an excel format. It is now following the format that was approved for the administrative evaluation form. This form was brought to the committee the first Friday that faculty were back on campus. Mike said that we need to work on compromise because not everyone can be happy. From the supervisors point of view, Mike would like a really fair system. The committee is trying to make one system for everyone. Mike said they are going to be adamant about the fact that the role weights must be approved by the supervisor. Right now there is no part where supervisors go in and rate anything. The only input supervisors have are on approving weight and roles. Rather than having the peer evaluation part to verify how things are, they are going to follow the administrative system. If you are meeting the criteria for satisfactory, you do not have to provide any documentation. If you are indicating that you are doing those things necessary for commendable or excellent then you need to indicate what you are doing. One thing that is missing in the current form, is the management role. Mike hoped that it would have been there but the most recent proposal was that there be a basic change in terms of what things are called. In the past there were two titles, Program Supervisor and Program Coordinator. There is no GBC definition of a Program Coordinator. It showed up without a definition or a distinction. The idea is that it is a person looking over an associate program. They are going to propose they have a Program Supervisor position that will include people working in bachelor programs. There are some associate degrees that have the same type of work and responsibility of some bachelor programs and those people overseeing these programs will be called Program Supervisors. Associate degrees that do not fall into this category will have lead faculty. Some definitions in the workload policy will need to be changed and it will need to be discussed further what to do about certificate programs. Mike talked about student ratings. The president has stated that there will be a student ratings component on the evaluation. Mike agrees with the president and is unaware of a college that doesnt have a student rating component. Mike discussed a study that he read about how students are the best indication of how much learning goes on in the classroom. In looking at the evaluations over the years, the rating for all of the classes tend to stay the same. Sometime they go up sometimes they decrease. Mike addressed the raw versus the adjusted score. The raw score has always been used in the past. It tends to be higher and it was never really looked into it. People felt that online instructors did not have the same opportunities as people teaching live courses. Mike has ran the data found that the adjusted score compensates for factors outside of the individuals teaching ability. As an example if you are teaching math online, what is the disposition of the student before they even start the class as in comparison to a student taking a class that they are passionate about? There is a mindset before a student begins a class and the adjusted score does account for these factors and levels the playing field for everyone. Some people in English, Math and a few in the Social Sciences stay flat or go up. Most go down but a few actually go up. Mike will be a supporter of the adjusted score in the idea of overall fairness for everyone. While 4.6 has been the threshold for excellent in the past on the overall evaluation it has never been considered to be the threshold for the idea ratings. 4.6 was established after the first year when the distribution was looked at. On the tenure and mentoring system, it is not stated that you must have a 4.6 on that teaching portion to be an excellent teacher. Mike proposed that there should not be a distinction between commendable and excellent instead use the term meritorious since there is no difference in the merit between the two. Since there are no merit implications this year, the form can be used and looked at and experimented with. It is a recalibration year. Mike stated again from the administrative point of view that they want a fair system for everyone. Overall fairness is more than important than the effect on individuals. Norm Whittaker commented that the form has been condensed and the committee has added a line, Other Items Approved by Supervisors. It allows faculty members to customize duties with supervisor. There is no point system in the evaluation. senate chair report: Information The Chancellors Compensation committee is meeting on Tuesday morning to discuss policies on compensation. Kevin Melcher sent out a press release that he is not running for regent again Mary Doucette went to foundation and they have raised 7.2 million in the last 2 years and 45 million since they have started. Advisory Committee made a note that the Smithsonian will be having an event in July at the National Mall and they have chosen to present the Basque culture. It is an early alert system application that provides safety information. GBC is able to design the application individually by campus.
