Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the September 19, 2014 meeting. There were 5 proxies recorded. The motion passed unanimously. senate chair report: Information Special course fee for text book policy. This is an amended policy where NSHE has added the opportunity to include textbooks as a special course fee, if you would like. This is not mandatory. It must also be sent through the proper channels if the fee is over $50. Chair Theriault wanted to make sure that Faculty Senate was aware of this. This includes e-text, electronic text and is a broad category of books. Background checks. Anyone that works with students, under age 18, has had to undergo a background check. Reports were not sent out in the past, but they will be sent out now. The report will be sent out by HR. It is a private and confidential report. Yesterday, GBC hosted the second partnership workshop with the school districts that are in our service area. President Curtis opened the workshop by declaring that he is the president of the largest college, by territory, in the country. The workshop was a great experience. There was a lot of positive feedback from all of the partners from all of the different districts. Not one could identify a shortcoming or an area where we werent meeting needs. All of the areas that we partner with love GBC. Newmont and Barrick spoke glowingly of the college, as well. committee reports Academic Standards No Report Adjunct Faculty Written Report Assessment No Report Budget & Facilities Verbal Report Norm Whittaker reported that the committee has met to review the equipment requests and the requests exceed the budget by $6222.71. The next order of business was to decide what department was going to be cut to reduce the deficit. The committee sent out an email asking departments to volunteer to reduce items, if possible, to cut the amount down to the budget amount. The committee went through the requests and picked out the requests that did not meet the required criteria. Other than Norm, the committee did not know what departments had volunteered to reduce their requests, so this did not influence the committee when looking at the requests. The departments whose requests did not meet the criteria have been notified. Those requests were taken out of the pool and that dropped the deficit amount down to approximately $2500.00. The committee decided to look at CTE first since it had the highest dollar amount requested. The diesel department had a misquote on their request and that saved $2000. The Electrical department and Winnemucca had requested a $4000 cabinet and they reduced their request to a $2000 cabinet. Millwright put some of their requests through the TAACCCT grant. Everyone that took a reduction are still getting their items. The requests then came in at $520 below budget. The committee is waiting on clarification on a few items. The requests should be ready to bring to the next Faculty Senate meeting for a vote. Total budget was $250,000. Bylaws Written Report Compensation & Benefits No Report Curriculum & Articulation Written Report Department Chairs Written/Verbal Report/Action Item Cindy Hyslop brought forward the action for Department Chairs. The first item is prioritization of faculty positions. Cindy reported that the reference librarian position is a tenured position and the biology position is currently being recruited for. The three positions are the reference librarian, computer technologies instructor and a business instructor. Next, Cindy brought forward the action item regarding the makeup of Department Chairs and who are voting members and who are ex-officios. It was requested to go over the rationale for having the center directors and not the program supervisors as members. It was justified that some program supervisors are also department chairs and the center directors oversee and work with students. The center directors also oversee the scheduling of course offerings. Ex-officios do not vote and dont have to attend the meetings. Anyone can attend DC. Tom Matula motioned to approve both items, John Rice seconded. One abstention, 2 nay, motion passes. Distance Education Written Report Faculty & Administrative Evaluations Written Report Faculty/Staff Safety Written Report/Action Item - Pat Anderson brought forward the second read for the proposed revision of the Smoking Policy. There were some grammar changes and some wording changes made to the policy after the first read. There was discussion about adding snuff and other items but this policy is for any items that are smoked. A question was asked about the tobacco policy. Pat stated that there is a State tobacco policy but GBC adopted the policy as a smoking policy. The state classified system has changed their policy, effective July 1, 2014, to be very specific in regards to smoking 30 from any entrance to any building. This policy is to keep in compliance with the State policy and be consistent for everyone. Chair Theriault called for a motion to approve the policy revision, Cindy Hyslop moved to approve, Mary Doucette seconded. One opposed, motion passes. Gen Ed Ad Hoc Committee Written Report/Action Items Susanne Bentley gave some background information about the action item. Currently, GBC requires 48 units of upper division credits for a bachelors degree. The nursing program approached the committee and their accreditation agency is holding them very closely to the 120 credit limit. The nursing program asked the committee to consider giving them a waiver. Jan King did some research to see how many upper division credits were required at other institutions in Nevada. GBC requires a minimum of 48 upper division credits, UNR 42, UNLV 40, WNC 40, and NSC 32. GBC has the highest requirement in Nevada. The committee is proposing to make GBCs minimum upper division credits to be 42. The reasons are: to be in line with other institutions, flexibility to develop bachelors degrees giving each program flexibility, for students to be able to transfer in to GBC and the 48 credits would make it difficult, also when students compare colleges, its more money and time for the students. Chair Theriault called for a motion to approve the proposal to change the minimum upper division credits from 48 to 42. There was discussion and clarification that programs would have the flexibility to require the needed credits with 42 being the minimum. A question was asked about the possibility of limiting the maximum credits. The committee is not addressing this particularly. As degrees are developed, you may see some of the electives going away to keep to the 120 credits. Jan King explained that GBC instigated this discussion. As far as additional credits for licensure issues or accreditation issues, there is a clause that gives the flexibility due to these issues. Scott Gavorsky motioned to approve the action, Mary Doucette seconded. All were in favor, motion passes. The next action item is a proposal for removing personal wellness as a Gen Ed objective. The committee voted to take personal wellness out of Gen Ed, the rational being attempts to more clearly define the objective yielded a lack of differentiation from the Personal/Cultural Awareness objective. The committee discussed whether there is a need to have a BAS committee. The committee was created several years ago when the BAS program was established. Now that more bachelor degrees are being looked at, the committee feels that independent committees should be established and managed by departments dealing with their own emphasis. The other item discussed was assessment and the five step method that has been in place for many years. A comment was made that the committee channels a lot of information and is it is important. NEW BUSINESS - INFORMATION Jacob Park, member of the Battle Born Veterans Club, invited everyone to participate in the Always Lost exhibit. This exhibit is from Western Nevada College and honors our fallen heroes from Iraq and Afghanistan. It will be on campus, in the Leonard Center, Nov. 12 26. On the 12th, at 5:30, there will be a reception and presentation in the theater. The ACE committee, NEH grant committee, SGA, and Battle Born Veterans Club will be assisting with the exhibit. After the reception, the exhibit will be open until 10:00 pm. Volunteers are needed to supervise the exhibit and to keep the area clean and respectful, while it is on campus. Volunteers are needed for two hour blocks. Justine Stout will be compiling a list of volunteers. If you are interested in volunteering, please see Justine in the Controllers office. Justin Moore has offered his students extra credit for volunteering. Please consider offering this to your students, if possible. The Battle Born Veterans Club is in charge of this event and would like to extend their appreciation for the support of GBC and how everyone comes together to support these events.
