Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the November 16, 2012 meeting. There were 4 proxies recorded. The motion passed unanimously. senate chair report: Information Chair Freistroffer apologized to the Senate for not asking for abstentions during the voting on action items at the last Senate meeting. He will be sure to call for those in the future. Chair Freistroffer reported on the Board of Regents meeting and that the only thing of substance was the excess credit policy. Documentation has been sent out to Senate in the past. This policy states that if a student takes credits greater than 50% of what is required for the degree, then the student will be charged an extra fee. The reason for this policy goes along with Complete College America that we need to make higher education more efficient, getting students through faster and being accountable to the stakeholders at the State. There were many exceptions added to the policy. One problem with all of the exceptions is that they will have to be checked manually, which is almost impossible. There is a built in exception for change of major, a change of heart and then declare a major and there are financial aid rules, as well. There isnt a limit to the number of times a student can change majors. The BOR and Faculty Senate Chairs, as a group, have transitioned from being concerned about the funding formula to being concerned about faculty compensation. We could be looking at another two years of frozen salaries. committee reports Academic Standards No Report Adjunct Faculty No Report Assessment Written Report/Action Item Jonathan Foster brought forward the committees action item and reviewed the proposed changes. The committee feels there needs to be a broader discussion before implementation of the adjunct assessment. There is a lack of clarity on how that will be implemented. Chair Freistroffer called for discussion. Cindy Hyslop asked for clarification on the process and if the department chair or Dean signed the evaluation. Jonathan stated the instructor will complete the assessment within the system and allow the department chair to be a reviewer. The department chair, not the Dean, will then verify that the assessment has been completed and this will serve as an electronic signature. Cathy Fulkerson recommended that the chair just needs to acknowledge its presence. The committees goal is to ensure that the department chair sees it and acknowledges it. The reason the department chair needs to see it is for the completion rate. David Douglas and David Ellefsen moved and seconded. A roll call vote was taken. There were 12 ayes, 2 nays and 9 abstentions. Motion passes. Budget & Facilities Action Item Norm brought forward the equipment request list for approval. The list has been approved by Presidents Council and will be formalized next Tuesday. There is one change for the math department. A scanner was approved for math. Also, faculty making the requests needs to go back in to the equipment request program and look at the comments from the supervisor. Supervisors have made comments on some of the requests and they need to be cleared up before items are ordered. Norm moved to approve the list with the exception that the math department gets both of their items. Cindy Hyslop seconded the motion. All were in favor, motion passes. Norm thanked the committee and Dorinda and Mardell for their help. Purchases need to be coordinated through Dorinda. She will do the RX for any items over $2000.00 and departmental support staff can prepare the DPO for items under $1999.99. See Dorinda for account number and signature on DPO. Bylaws No Report Compensation & Benefits Written Report Curriculum & Articulation Written Report/Action Item Jan King brought forward the action item for five new course approvals. Jan reviewed the courses and then moved to approve the five new courses, Scott Gavorsky seconded. All were in favor, motion passes. Department Chairs No Report Distance Education No Report Faculty & Administrative Evaluations Verbal Report Cindy Hyslop brought forward an issue regarding the administrator evaluation, the use of survey monkey and whether survey monkey is anonymous. Cathy Fulkerson explained that with the current faculty and staff survey, the survey is anonymous and confidential because there is no unique identifier being tracked. Cathy is collecting information on the computer IP address, in order to do some analysis to make sure there are no multiple respondents. There are people who are responding on their own computer and being tracked under the same IP address, so there are no unique IP addresses to individual computers. The IP addresses rotate so there is no way to identify who responded, but there is no way to track if a person responded more than once. Brandis and Cathy are the only ones that have access to the survey data. Providing a unique identifier would get more accurate results. A motion was made for a sense of the senate to create a policy to have a unique identifier, survey information is password protected and Cathy Fulkerson is the only person with access to data. The sense of the senate was all in favor. Something will be brought to the Senate next January. The letter will talk about how good higher education is for Nevada and specifically the rural areas and that it needs to be funded. INFORMATION None PUBLIC COMMENT - Scott Gavorsky inquired about an issue that has been raised in his department regarding the silence coming from administration, not only about the budget or the funding formula, but, in general, what is happening around campus. Chair Freistroffer explained that it is likely that the funding formula will go through intact. It is very likely that there will be mitigation for at least two years or possibly four years. Chair Freistroffer feels that we are just in a holding pattern, and there isnt much substance happening. The Chair will take this to Presidents Council for discussion.
