Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the September 21, 2012, meeting. There were 3 proxies recorded. The motion passed unanimously. senate chair report: Information There have been large emergency meetings going on and a lot of adjustments being added to the Access and Affordability policies, in late draft state. This affects our students and we dont want to penalize students that change majors or get multiple majors. This is targeted to perpetual students. Jan King believes that this would be absolutely impossible and costly to implement and looks to be a manual process. This is a Complete College America item. At the next meeting, we will have guest speakers that will discuss the retirement plan changes. Chair Freistroffer is involved with a committee to study committee memberships. This group is studying who needs to be on committees and who doesnt. committee reports Academic Standards No Report Adjunct Faculty No Report Assessment Written Report Budget & Facilities Written Report Chair Freistroffer gave a reminder that equipment requests are due October 31st. Bylaws Verbal Report Frank Daniels reported that the committee is working on what defines service to the college. The Bylaws Committee is forming a sub-committee to work on the purpose of each committee and what defines service to the college. Anyone is welcome to be on this committee. Chair Freistroffer stated that this committee could use some balanced representation, to give flexibility between administrative and teaching faculty. Compensation & Benefits Written Report Curriculum & Articulation Written Report/Action Item Jan King reported on the courses sent in for approval. A new class that will be coming this spring is Islamic and Middle Eastern History. This is an upper division course, HIST 478B. Jan moved to accept the changes and new courses, Mary Doucette seconded. All were in favor, none opposed. Jan also added a plug for a new page on the C&A website, Navigating the Maze that is Curriculum & Articulation. Department Chairs Written Report Distance Education No Report Faculty & Administrative Evaluations Written Report Faculty/Staff Safety Written Report/Action Item Pat Anderson brought forward an action item regarding Mandatory Reporting of Child Abuse or Neglect. This request is currently at the system office but can still be changed, if needed. This came out as a result of the Penn State sanctions. We are all mandated reporters of child abuse because of the functions we do in GBCs system. Most campuses host Kids College during the summer, we offer dual credit classes to high school students and we have a childcare facility on our campus. A motion was made and seconded to approve the policy. All were in favor, none opposed. Motion carries. No Report TEC Written Report FOUR-YEAR COMMITTEE REPORTS Bachelor of Arts in Integrative Studies No Report Bachelor of Applied Science Written Report CAREER & TECHNICAL EDUCATION (CTE) Verbal Report Norm Whittaker reported that at the end of last year, a third session of diesel was going to be set up. This is now up and running. There are two morning sessions and an evening session. In the electrical department, a third session has been set up but an instructor has not been found to teach it. With the passing of Scott Hennefer, the department does not have a replacement for instrumentation, as of yet. Barrick and Newmont have volunteered and are teaching the instrumentation classes. A new instructor has been hired and will be starting on Monday. The department lost their lab person in the EIT building to another teaching job outside of Elko. A new lab person has been hired and will be starting soon. The lab person for the diesel lab has not been replaced. Applications are being processed to fill this position. Health Sciences and Human Services No Report UNFINISHED BUSINESS None NEW BUSINESS - None INFORMATION Salary Schedule Task Force Brooke Nielsen, Christine Casey and Frank Daniels attended todays meeting to present information on the proposed Community College Salary Schedule. The document was emailed to all faculty prior to the meeting. Brooke began by mentioning that this addresses academic salaries only. This document represents months of work by the committee. The document was last updated five years ago and the committee has been tasked with determining what to do with the salary schedule now. Brooke gave an introduction of the members that have worked on the schedule and praised them for their work. Frank Daniels gave some history of the implementation of the salary schedule and then reviewed the proposal. The committee would like comments from faculty. If things go smoothly, this will go to the Regents in November, but it also could take longer. Cathy Fulkerson commended Frank for the proposal work. She questioned the wording on the front page, of the proposal, regarding indexing our median to 83.3% of the stable, national University Faculty Peer group of 49 land grant colleges but elsewhere in the document it implies that the university salary schedule is for Nevada universities. Frank replied that it is actually a two-step process. Cindy Hyslop is concerned that all community colleges are in support of this but is concerned about how the Board of Regents will receive this. Christine Casey stated, in general, the charge for the committee to work on this project came from the BOR and the Chancellor. The committee has been briefing the Chancellor as they make progress. The Chancellor will not see the final proposal until it has been approved by Faculty Senates. All of the presidents have supported the 83.3% and looking at equity at each institution. The committee hasnt had a chance to engage the Regents. Brooke said they will make it as clear as possible when presented to the BOR. The key to success of the proposal is faculty, presidents and Chancellor support. With a united front, the committee believes the BOR will accept it. Brooke talked about how the funding formula will affect the salary schedule. The Funding Formula would change the way the system is funded. This fits together and puts everyone on an even footing going forward. Scott Gavorsky asked about when this will be voted on. Chair Freistroffer said to look for a resolution, drafted by Chair Freistroffer, at the next Faculty Senate meeting. The committee is open to discussion outside of this meeting. Reminder that percentages are due Oct. 31st. Cindy Hyslop will send out an email regarding training for new faculty or anyone that wants to attend.
