Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the March 16, 2012, meeting. There were 7 proxies recorded. The motion passed unanimously. senate chair report: Information Chair Negrete has sent out information on various information items since she is attending the Board of Regents Meeting, in Las Vegas, today. committee reports Academic Standards No Report Adjunct Faculty Written Report/Action Item Janie Moore brought forward the action item that is proposed by the committee. Janie read the item and explained the reasons for the proposal. A motion was made and seconded to approve the item. All in favor, motion passes. Assessment No Report/Action Item Linda Uhlenkott brought forward a proposed policy for assessment. Linda gave some history about the Assessment Committee and how things changed from year to year. This policy would put the assessment process of academic courses in to policy and procedures so that it takes more than just a change in chair to change the process. Linda read both the policy and the procedures. All forms will be on the Assessment Committee website and on the Evaluation Committee website. An example of this can be found on the TMCC website. David asked for a motion to approve the policy. Frank Daniels moved to approve, Mary Doucette seconded. All were in favor. Motion passes and will move on to PC. Budget & Facilities Verbal Report Norm Whittaker reported that the Olympic pictures are currently in storage and Jessica Russell has requested that they be hung in the ASC. The only concern the committee had was placement on the wall. The committee asked if the art department would help with hanging the posters. The art department agreed to help. Another item from B&G, which will come to senate next month for action, is a painting policy. Right now, the policy is to only paint one color. B&G would like to use a palette of colors that would suit the area being painted. Norm read the policy. Faculty would be able to choose office colors from a palette of colors. Offices that are currently occupied could be painted every 5 years. This would include an accent wall. Unoccupied offices will receive priority one. Compensation & Benefits Written Report Curriculum & Articulation Written Report/Action Item Mary Doucette brought forward an action item. Eleven courses were reviewed, nine were approved. Mary made a correction to Social Work 250. The report shows that the course was not approved; however, the course was approved to be placed in the catalog but the syllabus needs some changes. David called for a motion to approve the item. Steve Theriault moved to approve; Larry Hyslop seconded the motion. All were in favor. Motion passes. Department Chairs Written Report Distance Education No Report Faculty & Administrative Evaluations Written Report/Action Item Cindy Hyslop brought forward an action item regarding faculty evaluations. The committee began working on the faculty evaluations back in September. Cindy advised the Senate that the evaluation process hasnt ever passed through Presidents Council. The committee has consolidated some areas, the major thing that was done, under satisfactory, is to come up with a number for satisfactory. They have also cleaned up some verbiage. Glen Tenney asked about the fact that there is only one number for satisfactory. He feels like there should be a range for satisfactory. Cindy explained that the starred areas are satisfactory and as long as those areas are satisfactory, then you would get a satisfactory. Chair elect Freistroffer suggested that this be an ongoing review each year. David called for a motion to approve the change. Janie Moore moved to approve the motion and Amber Donnelli seconded. Written Report TEC No Report FOUR-YEAR COMMITTEE REPORTS Bachelor of Applied Science No Report Bachelor of Social Work No Report Elementary and Secondary Education No Report CAREER & TECHNICAL EDUCATION (CTE) Verbal Report Norm Whittaker and Bret Murphy reported on an issue that has arisen in the CTE department. Approximately two years ago, the mines approached GBC because of a schedule change at the mines that went to a 10 hour work shift, Monday through Thursday. This change affected the MTC scholarship students because the mine supervisors were not able to properly supervise the students. The mines asked GBC to switch schedules and teach on Fridays and have Monday as a prep day. At that time, GBC didnt want to switch. Recently, during the Electrical Advisory board meeting and the Millwright Advisory board meeting, the mines asked again to switch the schedule. The department instructors have discussed it and, again, said no. Some of the reasons the instructors said no are their involvement in Faculty Senate and other meetings/duties that happen on Friday. The mines then asked that the whole campus change their schedule. The question is, as trainers, do the mines have the authority to ask this. The mines did say they would cut back on their scholarships or reduce the number of students that they hire. The mines do go out of the area and hire people without seeing their performance. Linda Uhlenkott addressed the Friday schedule regarding dual enrollment high school courses and one reason the students dont come on Friday is because that is the day the high school students travel for sports or other activities. Norm is passing this information on now so that departments can discuss it and then it will come back to Senate to get a sense of the Senate. GBC management will be meeting with upper management from Barrick next week, asking questions about this request and how serious the mine is about this. Pat Anderson stated, as an assistant advisor for SGA, this also affects Friday SGA meetings and events, as well as employment for some non-tech students. It makes it harder for non- technical students to attend events. Linda asked how many CTE students there are. Bret reported there are 120 students in the CTE program. Brets advice was that we need to take this seriously and listen to the boards and it is something that the college is not going to take lightly. This can be done within the CTE department. The Advisory boards want it to happen right now. Amber Donnelli spoke on behalf of the nurses and explained how the nursing department makes things work by splitting the department chair duties because they have to teach on Fridays. David Freistroffer spoke on behalf of the Science department and that they share the department chair responsibilities as well, to accommodate students and lab times. Frank Daniels asked what the impediment is on the supervisors part. Mine supervisors work four10-hour shifts and are off on Friday. This is what is causing the problem since the supervisors feel they arent able to supervise the students properly and are not sure they want to hire them because they havent observed them. Norm feels that it is an internal problem with the mines. Right now, the students are being supervised by a non-salary person on a rotating shift, but the mines want the salaried supervisor to observe and mentor the students. Cindy Hyslop feels that we need to look at all programs and how a change will affect them. Norm thanked everyone for his or her comments. Health Sciences and Human Services No Report UNFINISHED BUSINESS We still need an adjunct rep. NEW BUSINESS- The Bylaws Ad Hoc committee is recommending the creation of a standing Gen Ed committee for Faculty Senate. The creation of a standing Gen Ed committee will be voted on at the next Faculty Senate Meeting. The next item is to change the container membership of Faculty Senate. The Executive Committee approved to bring the container changes to Faculty Senate. David Freistroffer and Linda Uhlenkott brought forward the container structure reorganization action item. David explained some of the changes that have changed from the last presentation of the item. Membership has been rearranged, Center containers have been eliminated and those members have been moved in to their respective department containers or into new containers. Angie deBraga moved to approve the item, Russ Orr seconded. A roll call vote was taken. Motion passes. 30 yes, 5 no, 6 abstained. The Bylaws Ad Hoc committee is proposing a voting structure change so that any container with fewer than ten members gets one vote, a container with more than ten members will get two votes. This item will be voted on at the next Senate meeting, in May. INFORMATION-Alex Porter reported that the final bash week, for students, will be April 30th thru May 4th. Please encourage students to attend the events. The events will be IAV bingo on Monday, Just Dance WII competition on Tuesday, a dance in the Fitness Center on Wednesday, Project X will be shown in the theater on Thursday night and Friday Follies will be held on Friday. Alex thanked the Senate for all of their help during his time as SGA President. David reported on the Assessing Quality committee. The committee assesses quality at the institutional program and possibly course level throughout NSHE. The Board of Regents has accepted the National Governors Association recommendation and is moving forward in assessing quality and efficiency of everything that we do. NSHE is moving forward on basing funding on quality. Faculty at NSHE asked where the actual measures of quality and assessments of learning are. This committee is going to come up with direct assessment of learning. The committee has only met once. Chair elect Freistroffer announced that Linda Uhlenkott will be attending a Complete College America conference on remediation. Christine Young-Geber, Mike McFarlane, Mary Doucette, Lynne Owens and Steve Theriault will be attending a General Education and Assessment workshop. This is the budding Gen Ed committee. Cindy Hyslop asked about the final candidate feedback form for the presidential search and whether it had to be emailed to the consultant. There will be a place to put the feedback form rather than having to email it. Nominations are open for chair-elect until Mar 4th. Janie reminded that Clean Up Green Up day is next week.
