The motion passed unanimously. There were six proxy votes recorded. Visitors: Paulette Batoyola, Student Government Association President (SGA) Chair Daniels introduced Paulette Batoyola as the new SGA President. Ms. Batoyola spoke to the senate in her new capacity as SGA President. She informed them that she had recently moved from Pahrump. She felt the Elko campus would allow her to become more active in student life and leadership. Prior to the resignation of SGA President Eron Sanchez, she served as student body Vice-President. She has also served as a SGA Senator and a GBC Facilitator on the Pahrump Campus. One of her goals as president is to keep students involved and requested everyones help. SGA has planned numerous functions for students, with the first, a Club & Info Fair to be held on September 3, 2009. They will sponsor a free barbeque with many club representatives available for questions and information. President Batoyola advised that due to the renovation of the Student Life Center, SGAs temporary offices are located in Griswold Hall. AmeriCorps VISTA Program SGA President Batoyola introduced Erin Murray. Ms. Murray will be representing the AmeriCorps VISTA Program on campus. VISTA is a nonprofit organization working to fight illiteracy, improve health services, create businesses, strengthen community groups, and much more. Ms. Murray will be working with students and throughout the community. President Carl Diekhans The President stated he was filling-in for Dr. Mike McFarlane. He thanked everyone for all their hard work and the extra effort that has been put forth to handle the increased enrollment. He also complimented everyone on their willingness and cooperation with very few complaints. Enrollment is 16% to 18% over and above last years 9%. The President advised that if anyone had questions about the recently passed SB433, they should feel free to speak to him or his staff. The rules differ for tenured faculty and non-tenured faculty. His office is more than willing to spend time to make sure all questions have been answered. President Diekhans explained there have been problems with the States Public Works Board and Purchasing Department in getting orders processed. There has been a lack of communication between the agency and the college. Overall, it was out of the Presidents control, but nonetheless he apologized for any mistakes that have been made. President Diekhans advised, that due to the current financial state, salary adjustments or promotions will be carefully administered and must be well justified. The President reported that Chancellor Klaich stated that it was appropriate to raise all adjunct faculty pay to what Nye County is being paid. Starting fall 2009, adjunct faculty pay will go from $700 to $800 per credit hour. Chancellor Klaich also agreed that it was appropriate to increase overload pay for full-time instructors. They will go from $600 to $700 per credit hour. President Diekhans went on to thank full-time faculty for supporting the concept that it was more important that adjunct faculty receive a pay raise first. The president advised that full-time faculty overload pay was under advisement to be raised to $800 per credit hour. President Diekhans reported that the Board of Regents will be on campus from September 16th through the September 18th. Dr. Sarah Negrete, Vice Senate Chair She too had been requested by Dr. Mike McFarlane to report the following: FTE has broken 1900. There will be a Gen. Ed. Program review. This year the new evaluation process will begin, along with strategic planning Sarah further stated that Dr. McFarlane wanted to thank everyone for all the hard work they have been doing. senate chair report: Information Summer delights Chair Daniels reported it was his busiest summer that he could remember. There was much going on. He said to refer to his senate report for more of the particulars. Reads Like a Novel (Board of Regents report) Chair Daniels announced that Daniel Klaich was NSHEs new Chancellor and that James Levitt was the new chair to the Board of Regents. He reported that Regent Levitt was a fun guy and his style of leadership will be very good. He also reiterated brief reports that were given by each Regent. Chair Daniels reported that the Regents decided to reduce their yearly meeting schedule by two meetings per year, but ended setting two special meetings. Announced faculty and staff changes Chair Daniels announced that: Gregory Schmaltz is no longer with the college; Patrick OHanahan happily retired; Tony Villalobos transferred into the Controllers Office and now is considered as one of the professional staff; Russ Orr will be working as a full-time temporary instructor in the English Dept.; Barbra Moss, Interim Director of ASC and Bill Verbeck Interim Director of the Pahrump campus are now Directors in their positions. Chair Daniels welcomed everyone and anyone that he might have missed into their new positions. CSNs take on furlough days Chair Daniels reminded the senate of his purpose for calling the Special Meeting on June 12, 2009. It was his intent for the senate to provide him with alternative budget cutting ideas to take to the upcoming Regents meeting. With the systems attorneys approval, CSN provided and implemented an alternative option referred to as the inverse furlough. It will extend the number of work days by four per semester, or eight per year. The extra eight days would be without pay. The staff would still receive their full pay. Chair Daniels stated the staff was also provided with some of the same options GBC was and there were some employees who actually took the cut. It was questioned if it was for one or two years. Chair Daniels explained the first year they would be doing the same as GBC by paying for it in other ways, and then in the second year they will be implementing the new option. It was further questioned if the new option was available for tenured and non-tenured faculty. Chair Daniels stated that it applied to everyone. A senate member thought this would be a good option for non-tenured staff. Chair Daniels advised that GBC may not be given this option. The other faculty senate chairs felt that the legislature would not approve this option. But, if in fact it gains the legislatures approval, the option would not go into effect until next year. It was questioned why a letter couldnt be written in support of CSNs option. It was further suggested that a motion could be made to direct the senate chair to write a letter objecting to the manner in which CSN followed SB 433. Chair Daniels stated that he would report to President Diekhans the senates wishes to follow CSNs direction, but a motion directing him to write a letter would be out of order. Since contracts have already been signed, Chair Daniels went on to say, if it were a viable option, it would raise a great deal of problems to implement the change at this time. System reps for Academic Standards & Comp & Benefits Chair Daniels reminded the senate that committee terms do not end until the first meeting of the fall semester. He further advised that all committee chairs, especially Academic Standards and Compensation & Benefits need to be available to serve during the summer months. He reported that this past summer President Diekhans needed the chairs from Academic Standards and Compensation and Benefits and they were not available. Janice King announced that the NSHE Articulation Board is seeking an additional board member to serve with her. The board meets every two months and deals with issues such as common course numbering, curriculum and articulation. No Report Library Verbal Report David Ellefsen, Library Director, announced that the librarys budget has funds available this semester and invited everyone to provide input on what books, videos, DVDs, reference material or e-books they would like to see purchased. He advised that requests can be made by going to the GBC Librarys web page, at the following location:  HYPERLINK "http://www.gbcnv.edu/library/Services/colldevrequestform.html" http://www.gbcnv.edu/library/Services/colldevrequestform.html The librarys goal is to see that every student coming to the library becomes information literate. The library will be promoting literacy several ways, e.g. working with the English Dept. tutoring one-on-one with ENG 102 students. This has worked very well and Director Ellefsen stated that he was very pleased with the outcome. The library also conducts tutorials that it refers to as, Take the Library to the Classroom. This too has worked very well to get the message out of what is currently available through the library. The librarys staff has varied backgrounds that can be shared with the students. Director Ellefsen announced that his staff would be traveling to outlying areas in order to meet the needs of rural campuses. Tutorials are also available through Livenet and over the telephone. The Director was questioned if material requests that were made last year would be honored. Director Ellefsen stated that they would be and the library was in the process of facilitating requests. Those who have been working on the new system have worked many hours over and above their normally scheduled work week. A motion was made and seconded to approve iNtegrate System as a non-senate committee. The motion passed unanimously. Open nominations and elect Faculty Senate Secretary Chair Daniels opened nominations for Faculty Senate Secretary. He explained the duties of secretary are to make sure that Faculty Senate Bylaws are being followed and to take roll in the absence of the senates executive secretary. A motion was made to nominate Carrie Bruno as senate secretary. Carrie Bruno declined the nomination. Larry Hyslop announced that he would serve as Faculty Senate Secretary. A motion was made and seconded to nominate Larry Hyslop as Faculty Senate Secretary. The motion carried with one nay vote. Open nominations and elect Adjunct Faculty Reps Chair Daniels opened nominations for the two voting representatives from the Adjunct Faculty. A nomination was made and seconded to nominate Doris Bessett and Beth Clifton as the adjunct facultys voting representatives. The motion passed unanimously. Change to Faculty Senate Bylaws Chair Daniels stated that it had been recommended at Presidents Council that the senate consider changing its committee terms. There was discussion on when would be a better time. It boiled down to needing representation during the summer months. Should the senate be represented by someone new or leave the term as it stands. It has been given to the Bylaws committee to consider. Copyrightable Works Chair Daniels reminded the senate that they needed to submit their created copyrightable works, inventions, intellectual property or anything that you have created as your property. Their list needs to be given to VPAA, Mike McFarlane before September 30, 2009. Bylaws Committee Chair Daniels reported that the Regents are in the process of revising the Bylaws. They have requested that all institutions review the Bylaws for potential changes. If anyone has experienced a problem or raised issues with the code, they need to contact the Bylaws Committee. He advised there cannot be drastic changes or removal of full chapters. He went on to explain that due to events that took place this past summer, Chancellor Klaich decided that a thorough revision of the code was necessary. Some of the issues brought forward thus far are: Defining a limited exigency. Currently the code only provides for one extreme or the other; we are fine or bankrupt. There needs to be provisions made somewhere in the middle. Defining faculty rights. Coming from the two universities, it was felt the code needed to have distinct classification for faculty and administration. INFORMATION: Reminder about furlough mandates Chair Daniels reminded the faculty that when classified is taking a furlough day they are not be contacted for any reason. They can leave them an email but no personal contact is allowed. Also they are not allowed to incur any overtime during the week of their furlough day.
