Four written proxies were recorded. The motion passed unanimously. VISITORS Budget Update VPAA McFarlane reported that he attended the special session of the legislature that was held on December 8th. He was advised there would be continued budget shortfalls. It was also reported that Nevadas economy was one of the worst in the nation. In order to stave off further cuts, the state took out a loan for approximately 160 million dollars. It has also done a sweep on a variety of accounts which contained residuals, such as Estate Tax, taking the last two years from the Millennium Scholarship Fund, and Workmans Compensation. VPAA McFarlane stated he also attended the special meeting of the Board of Regents. It was held to formulate a plan on how NSHE would address the Governors requested 14%, 25%, and 35% in cuts. The Regents decided to respond to only 14.12% in budget cuts. It was felt that cutting 25% would basically close all the buildings and 35% would simply equal turning off the lights. The 14% plan was done on a system-wide formula funding which is based on enrollment. The higher the enrollment, the more money the campus would receive, and if projections were not met or exceeded, the campus would receive less. VPAA McFarlane complimented everyone for their hard work; GBCs enrollment was 10% above its projections. If the legislature agrees to the 14% plan recommendation, GBC would be looking at total of 4% percent in cuts. He stated the legislation has the final say on all budget cuts. A faculty member commented on the excellent presentation made by Chancellor Rogers. The Chancellor advised that legislators need to hear from the faculty stating what they feel is important. VPAA McFarlane advised that the legislature would be meeting again February. It was questioned if the current formula funding method would be maintained. VPAA McFarlane advised that seven out of the eight institution presidents voted to maintain the formula funding system. It was questioned what institution would be hit the hardest and how would it affect GBCs enrollment. VPAA McFarlane answered that it should not affect GBCs enrollment due to its rural location. He stated the two institutions hit the hardest were Nevada State College and UNLV. Most institutions fell on middle ground. Student Code of Conduct VPSS Mahlberg advised, that due to the increase in disruptive students in the classrooms, it has become necessary to make a change to the Student Code of Conduct. She stated that the NSHE Code, Title 2, provides many steps prior a student being suspended or placed on probation and asked to leave the college. The added condition will be reflected in GBCs Catalog, on Page 32, immediately after the paragraph regarding Expulsion or Termination. The paragraph will read as follows: Along with imposing a disciplinary sanction of reprimand (formal censure) or probation, a student's enrollment in a course(s) may be withdrawn by the administrative officer at the request of the instructor and approval of the president. At the instructors request and receiving approval from the President, this would allow for a student to be withdrawn from one particular class or classes. The Administrative Officer would then remove the student from that particular class. The student would not be removed from all his/her classes. VPSS Mahlberg stated that she had spoken with Aaron Sanchez, Student Body President. He did not have any problem with the addition to the code. She urged anyone who may have any questions to give her a call. SENATE CHAIR REPORT Information Chair Hyslop stated that she attended the community meeting held by Chancellor Rogers. She stated among the attendees were representatives from the Elko County School Board, ECEDA, Mayor of Wells and more. Later in the day, the Chancellor met with faculty and staff. There was also a special meeting held this morning and it went well. Chair Hyslop felt the increased enrollment will make a difference on how GBC will be affected by the upcoming budget cuts. Chair Hyslop provided an update of the Board of Regents meeting that was held in Las Vegas on December 3rd 4th. The Fire Science Academy was once again on the agenda. The final decision whether to close the Academy would come at the February meeting. It was discussed that the Nevada National Guard may be taking a position regarding the Academy. Chair Hyslop stated it was Chancellor Rogers feeling that the Academy should be closed. She stated there had been pros and cons presented by UNR students. When they pay for credits, a portion of what they pay goes towards the Fire Science Academy. They do not feel that they are benefiting from it. There were over 150 UNLV students who attended the meeting to voice their opposition to any tuition increases. Eight students spoke against raising the tuition. The board voted against a tuition increase at this time. The board did vote to increase particular lab fees; all fees increases GBC requested passed. Committee Reports Academic Standards Written & Verbal Report w/Action The committee voted to align audit/credit, credit/audit, and the drop-a-course deadlines to all come due at the end of the twelfth week. All changes would still require the instructors signature. A motion was made and seconded to adopt the change. The motion passed with unanimously. Bonnie Hofland explained that a business and industry certificate for licensure was being developed. If someone has been in business or industry for fifteen years or more, they can be a teacher if they take four classes. The four classes will be offered online, with one class per semester. Department Chairs No Report Distance Education Written and Verbal Reports The committee provided the new IAV policy for the senates review. The policy will provide for structure and clarification in the scheduling and monitoring of interactive videos classes. It will come back before senate for their approval at the January meeting. Faculty & Administrative Evaluations No Report There will be a report submitted for the January Faculty Senate meeting. I.C.E. Committee Verbal Report The committee provided an update of the upcoming events: December 15 Dr. Leniel Henderson would be conducting a Chautauqua of Dr. Martin Luther King, Jr.via interactive video. It was advised that Dr. Henderson also served on a physical advisory committee with the Obama campaign. It is hoped that he will have time, while in Elko, to visit with one or more classes. If anyone is interested in having him speak to their class, they need to contact Lynne Owens. January 23rd Dr. Pat Bruno will be doing a presentation about Community Collaboration for Methamphetamine and Endangered Children. January 29th on Thursday at 2:00 p.m. Supreme Court Justice, Sandra Day OConnor, will be speaking in the GBC Theatre February 23rd 26th - Martin Luther King, Jr. Empowerment Week Committee is working on getting Ruby Duncan. Ms. Duncan was instrumental in storming Caesars Palace on the Las Vegas Strip. She stood for the betterment of women working in the service industry and was major contributor to the current welfare reform. The movement actually closed down the Las Vegas Strip. The French Film Festival is scheduled to run four consecutive Saturdays beginning February 21st.
