A motion was made and seconded to approve Faculty Senate minutes as amended. Five written proxies were recorded. The motion passed unanimously. VISITORS Lisa Heise, Foundation She advised faculty and staff they would be moving into the new EIT Building on September 23, 2008. Lisa thanked everyone for their patience. She sent out a special thanks to Dorinda Friez and the Building and Grounds Department. Carl Diekhans, Interim President Chair Hyslop introduced Interim President Diekhans. She urged anyone who had questions to come forward. Interim President Diekhans welcomed everyone back. He reported on the special meeting called by the Board of Regents that was held in Las Vegas. There were only two items considered. It was discussed how institutions were dealing with the additional budget reductions. The board warned if revenues continue to slide additional cuts could be expected. It was questioned how the upcoming budget would be submitted. As far as the Governor was concerned, he requested to begin taking the cuts immediately. The overall consensus of the Board was disagreement in doing so. In light of the Governors request, the Chair of the Budget Finance Committee requested a report be provided at each meeting explaining how each institution was planning to make their cuts. Interim President Diekhans felt that a committee needed to be formed including representation from teaching faculty, administrative faculty, classified staff and student body along with the three Vice Presidents and John Rice from the Foundation. Interim President Diekhans didnt want to make the forthcoming cuts on his own. He wanted everyones input and stated that everything would be on the table for discussion. The President stated his door was always open and welcomed everyone to come in and talk to him. Dr. William Reinhard, VPAS VPAS Reinhard referred to a spreadsheet that detailed the past budget cuts. He provided an overview of how they had been made. They were equally done throughout the college on a percentage basis. VPAS Reinhard stated it was necessary to show and explain to the legislature the needs of the changing educational system. He agreed with the approach the Board of Regents was taking. VPAS Reinhard urged input from the faculty on future budget expenses. He was questioned if future cuts would be done in the same manner. VPAS Reinhard stated that was the reason Interim President Diekhans requested everyones input because of the difficulty. VPAS Reinhard advised that in the effort to assure student success, the college has installed a back-up generator system. It will allow for classes, especially IAV classes, to continue without interruption during a power failure. VPAS Reinhard was questioned whether any specific line items had been removed or was every line cut. VPAA McFarlane explained that all budgets had been reduced by 50%, perhaps more depending on the department. But actual line items have not gone away; they have just been replaced by a zero. It was questioned if the equipment grant would be honored. VPAA McFarlane stated the equipment grant was non-state money through student fees and would be available for distribution. Only state accounts have been affected. Dr. Mike McFarlane, VPAA VPAA McFarlane advised that there had not been any programs cut. A buy-out program has been offered to assist in reducing costs. Final outcomes will not be known until the legislature finishes in June. The goal is to preserve as much for as long as possible. VPAA McFarlane announced the fall enrollment was up by 10%. Classes will need to be reviewed, with at least eight students enrolled for lower classes and five for upper division in order for the class to go. If a class can be cut to save money on overload or adjunct pay, they need to be reviewed. He could not explain the increase in enrollment but stated it could not have come at a better time. VPAA McFarlane was questioned when instructors would know if a class was going to carry. He advised the decision to carry classes was left up to the departments. He encouraged critical thinking and not to rely on rumor. His door was always open, and he encouraged anyone with questions to come to him and obtain a direct answer. VPAA McFarlane was questioned if anyone had taken advantage of the recent buy-out. He said there had been some agreed to, but none had been finalized. It was mentioned that students have rumored campuses were going to close. VPAA McFarlane stated that no sites were scheduled to be closed. Interim President Diekhans further advised the current infrastructure would be drastically compromised if any of the campuses were to close. The rumor may be true of other institutions but not GBC. It was also rumored that Bob Beers had advised the Governor that all colleges in the state should be closed and students should go to college in other states. VPAA McFarlane concluded it was the thought of one legislator and he hoped it was not the prevalent view. VPAS Reinhard gave his thoughts on why the college may be experiencing the increased enrollment. Last year the college had made a concerted effort to promote the idea for high school students to go to college in Elko. VPAA McFarlane agreed it was one aspect. He went on to say that several new programs have been added and are starting to blossom. He appreciated everyones efforts and work. It was questioned if the tone coming from Chancellor Roger was going to continue. It was felt he was making the college sound like a victim -- a suffering entity within a large entity. Interim President Diekhans advised the Chancellor has made a complete change. The Chancellor donated a million dollars of public service air time from his three TV stations. He will be advertising how successful the colleges have been and the impact they have made on the communities. It was questioned if there had been any interest from the public making donations to sustain the college. John Rice answered there had been an increase from the beginning of this fiscal year compared to previous years. He promised as soon as the Foundation completed fund raising for the new EIT building, they would be able to center their energy on obtaining support. It was not only dollars that mattered but bringing awareness to the community. Elko and its service area are economically unique. It is doing relatively well, so the community does not grasp the need. He stated the PSA campaign will begin one day after the elections and run through the first of February. The message will be of a positive nature. Then after the first of February, the message will be of reality vs. the loss. Messages will be aimed at the legislature. It was advised that John Sents was going to be doing an article about social work students who have graduated from GBCs program and are employed in that area. SENATE CHAIR REPORT Information Elect Senate Secretary Chair Hyslop nominated David Ellefsen to serve as Senate Secretary. A motion was made and seconded to accept nomination of David Ellefsen as Senate Secretary. The motion passed unanimously. Board of Regents Chair Hyslop advised that Ron Knecht, BOR Finance Committee Chair, wanted to go along with the Governors request to begin budget cuts, but the request was voted down. It was suggested to place a moratorium on new programs; it, too, was voted down. She reported that 90% of Junes meeting was spent discussing tickets for upcoming games. Chair Hyslop advised that at the August meeting, much discussion took place over the future of the Fire Academy in Elko and the possibility of it being closed. She said a great deal of time was spent discussing other budget concerns. It was questioned what was decided about the academy. She said its closing would impact the airline industry, hotels, restaurants, etc., in the Elko area. Numerous people came to support saving the academy, but felt it was losing too much money. Distance Education No Report Faculty & Administrative Evaluations Verbal Reports The committee postponed its meetings at in-service. They are currently working on developing Step Seven, Forms. They are hoping to provide an update by October or early November. The committee has added Danny Gonzales and Wendy Charlebois. I.C.E. Committee Verbal Report The committee was busy during the summer. A schedule was provided to everyone with upcoming I.C.E. events throughout the year. Special thanks went out to Lynne Owens for her work on the MLK Empowerment Project. It will be implemented through a Nevada Humanities grant that was received. The committees theme will be Empowerment, and everyone was urged to think about empowerment, especially today and the situation were looking at, i.e. budget cuts and ways of the world. Martin Luther King, Jr. embodied the idea. There will be I Have a Dream Talent Showcase. The ICE Committee is asking everyone to decide what their passion is and to use it in a creative way. Lynne Owens has put together information and provided numerous web sites in order to be able to incorporate empowerment in your courses. The committee is always working on getting entertainers who are in the area to come and perform for less cost or even free. Jeannie Rosenthal requested everyone to advise the students of upcoming events. She thanked the committee for their hard work. Library Verbal Report The library, due to budget cuts, has analyzed their database usage statistics. They compared usage vs. cost and found several of the databases were too expensive to retain. In the interim the library brought on four new databases that were offered by ProQuest. Adding the additional databases reduced costs from $22,000 to $5,500. ProQuest provides seamless access to and navigation of more than 125 billion digital pages of the worlds scholarship, delivering it to the desktop and into the workflow of serious researchers in multiple fields, from arts, literature, and social science to science, technology, and medicine. It also includes full text of The Wall Street Journal and a The Los Angeles Times dating back to 1965. The new databases are: Entrepreneurship which allows a search of worldwide publications and multi-media related to the topic of entrepreneurship. Market Line which adds and covers all aspects of business throughout the world. Global Road Warrior which provides a variety of information about traveling in other countries. CINAHL which is a valuable research tool. Nursing Reference Center which will provide nursing students, nursing faculty and administrators the best available and most recent clinical evidence from thousands of full text documents. David Ellefsen provided a preview of the new databases offered. He encouraged the use of the new databases and reminded faculty to tell students about them. The senate was reminded that the library would come to any class to provide demonstrations. It was announced that the Library Lore Newsletter was out for review. An open house has been scheduled for August 24 th. There were comments from instructors on how the library has impacted their students by coming to class and providing demonstrations. It was felt students become much more comfortable using the library after these presentations. Personnel No Report Student Relations No Report FOUR-YEAR COMMITTEE REPORTS Bachelor of Applied Science No Report It was advised that September 1st was the deadline to apply for the program. The committee would be meeting September 5th to consider applicants. The senate was urged to send any students interested in obtaining their BAS to apply. There are now five emphasis areas under the Bachelor of Applied Science: Management, Instrumentation, Agriculture, Digital Information Technology and Instrumentation & Mining Surveying. There is a need for Land Surveyors; employees in this field can earn a six figure income. Faculty was requested to have their students consider the field. Bachelor of Arts in Integrative Studies No Report The program will be co-chaired by Laurie Walsh and Doug Hogan. It was announced that several new students were added to the program. Bachelor of Social Work No Report Bachelor of Elementary and Secondary Education No Report CAREER & TECHNICAL TRAINING Verbal Report The CTE program started on August 11th. The electrical program started with 42 students, the diesel program with 42, welding with 21, and the millwright program with 12. No one was sure about the reason for the increase, but praise was given to recruitment. There will be a lot of students going through other classes, and if any problems arise, Bret Murphy asked to be notified. This year there were 63 MTC scholarships awarded at $5,000 each, equaling $315,000. The following scholarships were awarded by Newmont-30, Barrick-27, Sandvik-3, Robinson Mining-2 and Round Mt.-1. Under Contract Training, there are three fulltime faculty members sponsored by the mining industry; with two more to be added. The Armory is still being used, but faculty and students are happy to be in the new EIT Building. Health Sciences & human services Department No Report There are a total of 25 students in the program this year. Heidi Johnston was welcomed; it was announced that today was her birthday. UNFINISHED BUSINESS None NEW BUSINESS Proposed Non-senate Committees Chair Hyslop announced the addition of three new non-senate committees; Earth Advocates, Crisis Intervention and Teacher Education Committee. She advised if there were other committees the senate wished to be considered, faculty should email her. It was moved and seconded to support the addition of three new non-senate committees. The motion passed unanimously Dr. Frank Daniels To show his appreciation for what Faculty Senate represents, Chair Elect Daniels provided everyone with medallions. The medallions were stamped with three Greek words translated into English, meaning freedom of speech, shared governance, and teaching. INFORMATION ITEM Senate Refreshments Chair Hyslop thanked the Health Sciences & Human Services Department for providing refreshments. She requested if anyone would like to volunteer for next meeting.
