Topics are centered on how to finish and open in a safe environment for faculty and students. The COVID-19 situation has unfolded slowly since the last meeting, but today more activity is coming from the Chancellor and the Governor. Just some items to be aware of. Governor Sisolak issued a directive asking all state agencies, including the Nevada System of Higher Education (NSHE), to submit budget reduction proposals for the fiscal year 2019-20 and fiscal year 2020-21. The report has been submitted but no additional information has been received from the Governors office as of the May 8, 2020 Special Meeting of the Board of Regents. Because of the Governors e-mail today on the Financial Emergency regarding the rainy-day funds, it is expected that we will have a special session. I have previously provided a document from the Chancellor regarding the furloughs (New Policy 5.4.12). Please continue to give me your thoughts and concerns on this document. I have a deadline for comments of May 15, 2020 at 10:00 AM due to a meeting with the Chancellor and Joe Reynolds (System Attorney). I am unsure, but it is my understanding that this document is expected to be approved by the Board of Regents before the Governor calls a special session of the legislature. Here are some of my comments with this document: It is listed as a change in policy for COVID 19, but it does not have an end date. My concern is that if this is for 2-3 years, I am OK, but 10 years is not acceptable. The document has a provision for reconsideration at the institution level. This is good if we have disparagement treatment between divisions and departments within an Institution. The question is why is this in this document, if as NSHE has stated, that we all to have the same furlough system? This falls into the fear of the unknown, what do they know that I do not? The policy notice requirement has changed to 10 days. For COVID 19 I understand, but after this disaster is past, we need to revert to existing policy with the longer notice. I have not received official notice but have been warned to keep my calendar clear for another Special Board of Regents meeting being planned for May 29, 2020. Construction and Project planning The GBC Welding lab expansion was ranked 2nd in a tie with Western Nevada Colleges Marlette Hall for funding of the Board of Regents budget for the next legislative session. In the past legislative session the GBC Welding Lab renovation received planning money. This usually means in this upcoming session we would receive the construction funding. This is all up in the air due to the to the current economic climate, but it will be submitted in the NSHE budget for funding. #1 Here is the ranked list of the possible projects: $13.1 million new engineering building at UNLV $3.3 million for an expansion of Ĵýs welding lab & $1.5 million for the renovation of Western Nevada Colleges Marlette Hall $30 million in additional funding for deferred maintenance costs for Life Safety and ADA projects at several NSHE institutions $2 million for the Winnemucca Health Sciences and Technology building at GBC $12 million for an academic village complex at Nevada State College $6 million for the renovation of CSNs Sahara West facility $40 million for an interdisciplinary science and technology building at UNLV $6 million for a Fernley Campus for WNC $8 million for campus infrastructure improvements at NSC #2 The Regents also prioritized proposals for several planning expenses related to the construction of new capital projects; $6 million for a joint TMCC-DRI Science Commons and Research Center meant to provide facilities to both schools and foster a growing number of STEM students at Renos community college $3.8 million for a STEAM academic building at Nevada State College $5 million each for new buildings at UNLV for the Business College and School of Fine Arts $4.1 million for a new Northwest Campus for the College of Southern Nevada, meant to service the community near Sky Canyon and Providence $150,000 for the Rogers Science and Technology Building for the Desert Research Institute in Las Vegas $2.3 million in expenses for the Pahrump Valley campus of GBC $3.4 million in planning funds for a new life science building at UNR Academic Faculty will soon be going off-contract. However, I know that many of you will be thinking of ways to have student engagement in your classes for the fall semester or are finishing up your summer classes. I commend the faculty in the Spring 2020 semester who made the difficult switch from live classes to online in a short time frame. This has not been an easy task. Lastly, this is the time of year when we usually have graduation ceremony which signifies the end of the academic year. This has been postponed to October, due to COVID 19.
