Things are changing from one minute to the next and by the time this is posted, I fully feel that more changes will have happened. I have been attending the Executive Team meetings since March 20, 2020. We are meeting a minimum of twice a week and many times multiple other group teams have met as the COVID-19 situation has unfolded. I am expecting changes and have asked that the GBC Executive Committee come to Faculty Senate online to give us updates. Just some reminders of items that you may have missed. Searches The Chancellors search will resume in June 2020. The UNLV President and UNR President searches will occur in September 2020. All the existing incumbents have agreed to extend their contracts until December 31, 2020. Satisfactory/Unsatisfactory Grading The Board of Regents have agreed to allow this option for this semester. For GBC Faculty we will have no changes. We will continue to post a letter grade as we have done in the past. S (Satisfactory) = D- or better; U (Unsatisfactory) = F It is up to the student to request the changes (with advisement) to change the grade to a S/U. Students will be advised that this change to S/U may impact their application to graduate school. Budget All of you have had meetings with your Dean and GBC Administration regarding the Governor's directive that we cut all state budgets by 4% for FY2020 and scenarios between 6% and 14% for FY2021. The Board of Regents have approved a proposed NSHE budget for all institutions. This was completed in a week. This was a structured cut (6%/10%/14%) as the economic downturn in Nevada and the nation plays out. The Presidents and Business Officers did agree to have uniformity when furloughs would occur to professional employees, (at the 10 and 14% level) and that a student surcharge would be implemented at the 14% level. We are the only institution in Nevada that has an online multiplier. To meet the budget, we are going to have suspend that part of the workload policy. I resisted this change, on principle, but conceded since I was aware of the fiscal implications. This multiplier amounts to $300,000 in expenses per year and would be approximately 3-4 positions. The Comp and Benefits Committee is working on the workload policy and have a proposal under consideration for fiscal impact to the GBC administration. This is would result in a more equitable policy. The following are concerns and suggestions that have been shared to the Chancellor and staff by the Council of Chairs: % The faculty senate chairs realize that the acceptance that temporary furloughs may be necessary. % Furloughs are preferred over layoffs. % If salary/pay cuts are necessary, please apply them fairly and equitably across all positions within the colleges and NSHE administration % Examine the necessity of top-level administrative positions across NSHE institutions and NSHE Administration. Suspend some unfunded mandates to the colleges during this time of crisis. (CoReq Policy, 350 to 1 advising) % At the institutional level, consider different ways of working: Consider efficiency measures by combining jobs with similar functions or those that are in similar departments. Where feasible, continue to expand and consider ways that Faculty and others can work from home. Explore ideas to combine face-to-face services in a central location. We are all learning to use technology in more efficient ways. While there are many things in this situation that we cannot control, let's focus our efforts on what we can do! 1) Take care of ourselves and our familys personal health and wellbeing. Remember your mental health as well as your physical heath. Think of how you can help and take care of your neighbors! Call a family member that may live far away. We want physical distancing, not social distancing- Human connections are vital now. 2) Reach out to students to assure them that they will be OK. You have more influence in their lives than you realize. 3) Remember - it takes more effort to find a new a new student than it does to retain an existing student. Advise them and help them register for Summer and Fall 2020 Classes. Many students are feeling the financial crunch due to job losses. Remind them that the CARES Act will give the Financial Aid department a new pool of funds to help students. The loss of enrollment coupled with the loss of funding due to the economic crises could be a double-edged sword for GBC. We can change that with student contact! Lastly, I am soon to be a Has Been.
