Presidents Council October 24, 2019 received the recommendations of the C & A committee, The Academic Standards Math Placement score change, and the faculty hiring priority list. The Performance-based pay Committee met on October 22, 2019. The following items were discussed: 1) Faculty salaries have not been given a raise in many of the last 12 years. COLA is not a raise. The numbers we provided were not questioned, they simply prove that faculty do not make an average of $130,000 per year. 2) WISHE data shows that the Nevada Legislature funds the NSHE at a rate above the national average. Student fees at NSHE institutions are lower than the national average. Students do not want increased fees and tuition unless they receive something of value, such as more support or lower-class sizes. 3) System Administration lacks the ability to provide raises, due to restrictions on state funds. (This point has discussion/debate, some feel that with a change in the 2019 legislative year NSHE does have that ability) 4) At the Chancellors budget hearings in October, Faculty Salary issues were brought up at all institutions. The Gallagher study will be presented at the December Board meeting for the second reading and a vote. It is anticipated this will pass. This policy will require a faculty salary study every four years, but no provision in the code states what will happen is the salaries are found to be needing to be adjusted. Requested provisions by the faculty senate council were that the President and the Faculty Senate chair help select the peer institutions for salary comparison. The other issue was more comparison sources such as; the most recent CUPA salary data, Oklahoma State University faculty salary survey data, World-at-Work and/or US Labor Market indices. The first meeting of the Chancellors Search for the advisory council will be held on November 22, 2019. With 43 members on the committee, meetings are lengthy to get all voices heard. We were asked to provide the search consultants with traits the ideal chancellor would possess. December Faculty Chair Report Presidents Council (now known as Leadership Council) November 21, 2019, I reported on the action Item and the sense of the senate regarding the communication plan. I also asked for an update on the way that policies and procedures are developed at GBC. I attended the Board of Regents meeting held at UNLV on December 6 and 7th. Items of concern to GBC are: 1) Faculty Salary Study (Title 2, Ch 5, Section 5.5.1) was approved, the first salary schedule update by an independent compensation expert shall be initiated no later than October 1, 2021. The updated salary schedules shall be published in January 2022 to be effective on July 1, 2022. Thereafter, the salary schedule updates must occur in this manner every four years. Key items the F/S chairs argued for and were included in the policy: The president and faculty senate chair help select the peer institutions; additional salary data and indices are to be reviewed and included in the final report. 2) The 2021-2023 biennial operation budget process is starting; Faculty pay is an item that was included as an item to be considered in developing the budget. It remains to be seen how this continues to develop. This was an informational item. 3) The existing funding formula was presented at the BOR meeting looking forward to the next biennial period. It should be noted that this is a VERY preliminary number. GBC will submit a proposed budget for the March 2020 meeting. What was discouraging is that GBC has - with our increase of 20% count year to count year shows a budget deficit of $50,000. The issue is the funding pie does not get bigger, it is divided among all colleges/universitys based upon the increase in enrollment. Other institutions have also increased enrollment, which allows them to maintain or expand their share. The appetite at the NSHE for the system to request a new funding formula is nil currently. Keyphrases/words heard at the Regents Meeting RE: UNLV and CSNs increased graduation rates and student success. Intentional policies with focused presidents show institutional success for students.
