Michael Bail seconded. Motion passed unanimously. GUEST/PUBLIC COMMENT Information Cathy McAdoo Regent Elect Cathy would like to answer any questions faculty may have. Cathy does not know how regents have acted in the past but she would like to be approachable to everyone. Just because Cathy was elected as regent does not mean anything has changed. She will provide her email address and soon she should have a regent email address. Cathy has tried to hit the ground running to get herself informed on pressing issues. She feels there are a lot of pressing issues and that the most pressing issue is the retirement of Dr. Curtis. Cathy has been trying to attend as many meetings at GBC as possible so she is informed and understands what faculty and staff would like. Her understanding of options GBC has filling the presidents position is having an interim that can serve from 1-3 years with freedom to apply for the presidential position. Another option is having an acting president that will come with a national search committee. The acting president cannot apply for that position. Cathy feels that we need to know the clear difference in these terms. Cathy attended all the public sessions when the Chancellor and the Chair were on campus. Chairman Trachok will not set up a committee until March. Cathy did contact Trachok and asked to be on the hiring committee for the new GBC president. Cathy asked for questions. No questions. Other things the regents have going on are the Chancellor selection. That committee has been appointed but one of those regents has not been reelected so someone will need to be assigned. Acting Chancellor White will leave on June 30th. They also shared the legislative session coming up. Trachok informed Cathy that all of these issues will affect the creation of a hiring committee for the presidential search. Cathy had an interview with the Elko Daily Free Press last night. The paper wants to put an article in the paper on Cathy McAdoo and Kevin Melcher. Cathy did not answer any questions on behalf of Kevin Melcher. Cindy Hyslop mentioned that GBC would like the new regent to be more visible. Cindy told Cathy she is welcome to attend any meetings on campus. Cathy met with Chairman Trachok in Reno on his request. He told Cathy as a regent it will serve everyone best if she is invited to events instead of just showing up. Cathy will need an invitation to participate. Cathy is trying to honor what Chair Trachok has mentioned to her. Angie would like Cathy to have a GBC email so she is included on all the invites. Cathy is happy to have a GBC email. John Rice will look into getting Cathy a GBC email. Cathy gave out her cell phone number 775-934-1649. Cathy said that whatever comes into her inbox is open to the public. Pat Anderson thanked Cathy for putting in so much effort before even being sworn in. Cathy explained how knowing the ins and outs GBC is important to her because Elko is her home and GBC is in her community. Cathy hopes that she has given faculty a glimpse of herself. Cathy mentioned that she is an advocate for education across the state of Nevada. senate chair report Information/Possible Action Presidential Search- Cathy covered the visit from the Chair and acting Chancellor Presidents Council Update- All action items have been adopted by Presidents Council. Department Chairs recommendation to fill positions was approved but all position announcements will have the phrase contingent on funding due to the legislative session. President Curtis is confident on the CTE student weighted credit hours. This will fill the 1.5-million-dollar bridge funding gap and then some. We will not know anything until the session is over in June. President Curtis also mentioned that Governor is calling on every state agency to cut their budgets by 5% but the Chancellor and Chair mentioned 7%. Those are saving that the Governor would like to reallocate. The focus was on K-12 previously but focus may be shifted to Higher Education. There is hope to get additional funding for NSHE. John Rice said it is very important for us to continue to stay in touch with our assembly man and senator. COMMITTEE REPORTS Academic Standards No Report Part-time Instructors No Report Assessment Written Report Budget & Facilities Written Action Recommendation for distribution of equipment dollars (see packet). There was over $637,000 in requests and only $175,000 to distribute. John mentioned that this is one of the toughest committees. Steve Scilacci made a motion to approve the recommendation, Scott Gavorsky seconded, no abstentions, motion carries Compensation & Benefits Written, Action The committee received 5 requests for Professional Development Funds in the fall semester. All 5 applicants were granted funds to support professional development attendance: Michael Bail Jinho Jung Frank Amankonah Reme Huttman Kathy Schwandt Tami encouraged faculty to take advantage of this benefit. No abstentions, motion carries Curriculum & Articulation Written, Action The Curriculum and Articulation Committee met on November 7, 2016. Items for approval: New course & prefix for BS Biology: BCH400 Introduction to Biochemistry New course for BAS Management & Supervision Emphasis: MGT 482 Leadership -- Progression in Thought. This Capstone course will also be taken to the General Education Committee for approval. New title and grading basis change: WLL 111 First Year Shoshoni I (A-F) New course: WLL 112 First Year Shoshoni II (WLL = World Languages and Literatures) Prerequisite change: MGT 323 (Organizational Behavior and Interpersonal Behavior) and 367 (Human Resource Management). Change from MGT 310 to sophomore standing or higher. Course credit change: EMS 118 Advanced Emergency Medical Technician. Change from 10.5 to 8 credits. There will now be 12 credits that will be common among the emphases. The biggest change is they will have 3 credits of science. There are a few choices for the science requirement (AMS 320, PHYS 152, 181, or INT 369). The BAS Management in Technology is moving toward a name change as Management and Supervision. MGT 480 is reactivated. There is a change in one class for Medical Coding and Billing Certificate BUS 110 to COT 240. This will also go to Gen Ed. The next C&A meeting is on November 28 and Jan is asking for the paperwork by November 21. All changes to programs must be done before the end of the calendar year. Department Chairs Witten, Action English Tenure-track Instructor Positions Department Chairs requests that a tenure-track English instructor position be added for FY2018 with recruitment occurring in spring 2017. In addition, the department requests the ability to re-fill the vacated tenure-track position due to Russ Orrs impending retirement. During this fall 2016 semester, the department has a 58% to 42% full time to part time instructor ratio. This is changed from the spring 2016 68% to 32% ratio. Overload payouts for the current fiscal year should be approximately $130,000-140,000. Maintaining a desired 60-40 split between full time and part time instruction could still be accomplished by reducing the overload of the current positions to support an added position. Historically, the department has had seven full time English instructors, but currently has six. Increased enrollments at the lower division level as well as building enrollment and interest in the BA English degree support the addition of an English instructor position and re-fill of the impending vacant position. The teacher education department provided data (see packet) and information indicating increased student enrollment, course workload, new standards and overload to warrant two new faculty positions. Contingent on funding Byron Calkins asked if these positions were included on the Department Chairs long term prioritization list. Teresa explained there is a teacher shortage and the program has increased in size. The department has decreased in faculty members as graduation rates have increased significantly. Teresa put out the data and information because there is nothing to hide. The department is swamped. Comment was made that it is unfair that teaching faculty positions are being replaced but administrative faculty and classified positions have been cut and are not replaced. John Rice said he would bring this comment to Presidents Council. John mentioned that these are the sort of things that we should be telling leadership. As part of the centennial celebrations of the Pulitzer Prizes, Nevada Humanities will be hosting a Pop-Up Salon at Ĵý with Pulitzer Prize-winning biographer T.J. Stiles. T.J. Stiles is the author of Custers Trials: A Life on the Frontier of a New America, winner of the 2016 Pulitzer Prize for History, and finalist for the Pulitzer Prize for Biography. He was also the recipient of the 2010 Pulitzer Prize for Biography for The First Tycoon: The Epic Life of Cornelius Vanderbilt. The Pop-Up Salon will be on Saturday, November 19, starting at 6 pm in the Solarium of the Leonard Student Center at Ĵý. The event is free to the public and refreshments will be served.
