The intent of the collaboration is not to foster competition between/amongst institutions but rather to serve current and future unmet student need, to increase the capacity to better serve existing and future students, and creates a long-term partnership amongst NSHE institutions to ensure relevance, viability and sustainability. The proposed collaboration ensures each institutions autonomy as well as a legitimate role for each institutions faculty and eLearning staff. The collaboration will create a seamless solution for our students including support for increased completions. The collaboration is patterned after the successful Tennessee Board of Regents: Regents Online Campus Collaborative (ROCC) which in the past fourteen years, has served more than 13,000 students and represents a partnership of public community colleges, state colleges and universities. Justification: In the Katz Report presented to the Board of Regents in March 2013 Nevadas institutions were lauded for their accomplishments in the field of online learning. Indeed, our institutions have greatly increased student access and deliver a significant percentage of courses, certificates and degrees online. The Katz Report also recognized that Nevadas institutions must do more with online learning simply to survey. NSHE institutions face unprecedented external competition not only from for-profit providers, but now from other public institutions and providers as well. The online education revolution is eliminating traditional educational jurisdictions and boundaries. 21st Century institutions and systems must either adapt or face extinction. In addition, Nevada already leads the nation in the percentage of its residents who are enrolled with out-of-state providers. And Nevadas institutions face increased student demand as the state economy rapidly recovers and diversifies. NSHE institutions need to identify innovate ways to increase capacity, engage active adult learners and accelerate pathways to completion. The recommendations of the e-NCORE Working Group are designed to build on the successes of NSHE institutions as well as respond to the challenges facing higher education. The proposed collaboration is the logical next step and consistent with recommendations of the Katz Report. The proposed collaboration is crafted to address unmet student demand in core classes and to expedite student completion rates. It targets new enrollments to foster opportunity for all institutions. Post-recession NSHE institutions currently lack the resources needed to move forward; the e-NCORE Working Group has identified a new implementation/decision making structure as well as the additional funding needed for success. Budget Request Rationale: The recommendations are the result of more than a year of review and dialog by the e-Learning Taskforce e-NCORE Working Group representing faculty and administration from all NSHE institutions The recommendations build on the Katz Report recognition that NSHE institutions have already accomplished a great deal in the development of stand-alone online course and degree offerings NSHE institutions also have a significant track record of collaborations. The creation of an e-NCORE collaboration takes NSHE institutions to the next level in their relationship The proposed e-NCORE collaboration is the best vehicle to increase capacity for NSHE institutions for unmet student demand in Nevada. The proposed collaboration poses no threat to compete for existing enrollments but rather is designed to focus on unmet student demand The proposed e-NCORE collaboration also supports NSHE efforts to implement longer-term sustainability strategies in recognition of the emerging gap between current NSHE capacity and anticipated significant enrollment increases driven by a revitalized and expanding state economy. The proposed e-NCORE collaboration also responds to the significantly increased external competition Nevada already leads the nation in the percentage of its residents seeking higher educational solutions from providers outside the State of Nevada. The recent regional compacts movement (SARA State Authorization Reciprocity Agreement) will ensure additional external competition. The proposed e-NCORE collaboration will incorporate 21st Century approaches for students including: focus on completion, support for clear pathways to completion, a focus on high-demand Core classes that address unmet student demand and a focus on ready Adult Learners Nevada currently has more than 360,000 ready Adult Learners with some college credit. The proposed collaboration will help to meet Nevadas workforce training/ retraining needs The proposed collaboration will foster a greater sense of community within NSHE, encourage even greater collaboration, and support increased teaching excellence and innovation in support of instruction Budget Assumptions: e-NCORE staff could be housed at System Administration offices and Tier 2 & Tier 3 funding support would allow for additional staff to be distributed to specific regions/institutions within the state. Tier 3 funding would provide a dedicated instructional designer for each NSHE institution.
