Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the November 15, 2013 meeting. There were 2 proxies recorded. The motion passed unanimously. senate chair report: Information Chair Reagan sent out an update on the PEBP board this week and there has been some changes. The wellness program will continue for one more year. The high deductible has been reduced. Please review the email for all of the changes. These are positive changes. During the next week, Dec. 19, Chair Reagan and Senior Administrators will be meeting with the Chancellor and several Vice Chancellors to talk about the budget and see what has been done and what needs to be done to continue going forward. The plan that is being formulated is not a death spiral but we will be lean. We can still grow. We are fortunate to have the grants that we have earned. The final plan for how we will make those final cuts will be presented at the Welcome Back in January. We need some form of enhancement funds to make it through this biennium. The ability to grow is good and, on Dec. 20, there is a regent subcommittee meeting that will be discussing funding possibilities. The consultant will be reporting to the subcommittee and Chair Reagan encourages everyone to look at the agenda for that meeting. There seems to be a good strong consensus for a direction. The plan is to bring the plan to Senate for a first read in January. Steve is keeping the communication open and appreciates your feedback. The merit plan is on target for distribution on July 14, 2014. Curriculum & Articulation Written Report/Action Item Jan King brought forward the action items. The BAS program has two new courses; MGT 330 and MGT 430. Jan moved to approve the items, Frank Daniels seconded. There was one abstention, motion passes. Department Chairs Written/Verbal/Action Item Cindy Hyslop brought forward the action item. Dept. Chairs was asked to review the verbiage of seat time that faculty spends on campus. The old wording was pretty prescriptive. What constitutes on campus office hours? The five hours is on campus office hours. The committee is following what the regents and other colleges have written. Advising should not be addressed as office hours; it is just part of the job. Advising is within the workload policy in subsection F. Frank Daniels moved to approve, Scott Gavorsky seconded. There were four abstentions, motion carries. This will now move on to Presidents Council for approval. Distance Education Verbal Report Carrie Bruno gave an update on the E-Learning Task Force Committee. Carrie, Lisa Frazier and Alex Porter are the GBC members of the committee. The task force was formed to implement suggestions made in the Katz report and was charged with two initial tasks. The first task is to create models for math and English remedial courses and the other task is to develop an N-Core where campuses would develop and deliver N-Core master courses for general education curriculum. In addition to the three members, Jessica Russell and Sheri Sanchez will serve as content area experts for work group representatives for GBC in math and English. One of the most favorable and successful methods for both remedial math and English courses, on other campuses, is a stretch course. A stretch course allows students who dont quite score high enough on the Accuplacer test to enter into Math 120, for example, with a one credit co-requisite remedial course or a recitation. Most institutions, within NSHE, are offering stretch courses in both English and math. Mark Fink, the Co-Chair of the committee, will be on campus in January to speak to the Senate and Dr. Curtis. Chair Reagan reminded the Senate of the email that Lisa Frazier sent out regarding the Quality Matters stipend for having courses Quality Matters certified. This is strictly voluntary but the Chancellor feels that it is important to get courses certified. Faculty & Administrative Evaluations Written Report Faculty/Staff Safety Written/Verbal/Action Item Pat Anderson brought forward the action item. This is the final draft procedures for the Protection of Children and Mandatory Reporting of Child Abuse or Neglect. Pat explained that about a year and a half ago she brought forward a child protection policy. Since then, the system has looked at the problems that occurred at Penn State and has formed a committee and put together a policy of child protective procedures. The procedure was broad enough so that each campus could tailor it to their specific needs. Chair Reagan called for a motion. Steve Theriault and Eric Walsh moved and seconded. Bret gave some history about the grant. GBC was successful in round one and granted an imbedded math position that Dave Douglas is currently in. This position will continue on with the grant. TMCC was the lead institution in round one of the grant. Round two, we werent able to apply for. In round three, we are the lead institution for the grant. Bret and Jeannie Bailey put this grant together and were successful in getting over nine million in funding. This funding will be split between GBC, TMCC and WNC. This grant brings about several positions. Bret has been working on a mobile welding trailer and an instructor. Bret was successful in getting the trailer and an instructor. This will tie in with the CTE AAS degree students and the contract training program. The second position is the millwright instructor. We have had to turn students away in the past due to not having an instructor. Tom Bruns has taken this position. As part of the millwright position, GBC will be working on the NCCER (National Center for Career Education and Research) curriculum for the millwright program. This program is already in place with the electrical program. The advantages with NCCER is that our students will be nationally recognized with credentials. The National Career Readiness certificate is a program where students will learn about critical thinking will be tested on those skills. This program is through the ACT organization. Each of the colleges; GBC, TMCC and WNC, will have a Pathways Specialist position. This position will be a career based, decision making person to help students make career choices and identify career paths. The Adult Learner Concierge will work with adult learners and non-traditional learners and help them get through the college experience. The Online and Technology position will work with Lisa Frazier on enabled learning and open access learning and will also be working with Dave Douglas. Jeannie added that because this is a consortium this is based on industry and mining. The grant is three years long. The fourth year will be for evaluation purposes only. Jeannie isnt sure there will be any more rounds. Bret also talked about the Industry Sector Council. There are nine sector councils; health care, transportation, aerospace, logistics and one is mining and materials. Bret is on this council and they are looking for projects to support. Out of those projects, GBC is one they want to back. Two projects have just passed and been sent to the Governor. The two projects are the instrumentation position and the expansion of the welding facility. The facility is way over worked and Bret has asked for $3.8 million for expansion and two additional instructors for 3 years. It may not get funded through this venue but if we can show the need, we have a better chance of getting funded. Decisions will be made mid-January. GBC is also working with TMCC on an instrumentation program. GBC will deliver the online theory portion of the program and the hands on portion will be taught at TMCC, if funded through the grant.
