Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the August 30, 2013 meeting. There were 2 proxies recorded. The motion passed unanimously. senate chair report: Information Adjunct faculty reps were introduced. Sheri Sanchez and Beth Clifton will be the reps this year. Budget Task Force at-large positions were voted on. The following faculty have been selected to fill those positions: Cindy Hyslop, Glen Tenney, Frank Daniels and Lisa Frazier. committee reports Academic Standards Written Report/Action Item Scott Gavorsky brought forward the action items. The first item came about due to the funding formula and not being funded for Ws, in terms or course completion. An alternative system of changing the grading to a P/F grading basis causes a problem with a students GPA. Another alternative system would be the S/U, satisfactory/unsatisfactory, grading basis, which is compatible with PeopleSoft and financial aid. The committee is recommending that we change to the S/U grading system beginning spring 2014. This would retain funding for course completion. S would be equivalent to a C- or higher, U would be equivalent to D+ or lower. Chair Reagan called for a motion to approve the action. Jan King moved to approve and Steve Theriault seconded. All were in favor, motion carries. The next item deals with the low yield program review. This is to assess the viability of programs. This starts with our programs that are ten years or older. For programs designated low-yield, and not recommended for elimination, they will be reviewed again after two years. Otherwise, programs will be reviewed for low-yield every five years during normal program review cycles, and two years after program review. The Board of Regents base line for the program is twenty graduates over a three year period. This would bring our policy to match the BORs policy. This includes certificate programs. Chair Reagan called for a motion. Susanne Bentley moved to approve, Laura Pike seconded. There was one abstention. Motion carries. The last item involves policy for program elimination and the process for notifying existing students. This brings our policy in line with BOR policy. A motion was made and seconded to approve the action. All were in favor, motion carries. Adjunct Faculty Written Report Assessment No Report Budget & Facilities No Report Bylaws No Report Compensation & Benefits Verbal Report Steve Theriault reported that last year, the committee was tasked with the salary compression and equity issue. This year, the committee has been tasked with an equally difficult task, a merit plan. The step system is no longer in place and has been replaced with a merit plan. There is a time line that is crucial to get work done by July 1. The committee will be working hard to bring the proposals to the Senate before the end of this calendar year. The committee is working with the Evaluation committee and will ask for input as they move along. Steve could not offer any details, at this time, as the committee is just getting started on the work. The committee is working on how the pool of money gets disbursed. They are also hoping to have graduated levels for evaluations. Student evaluations will be a component of this. The structure for the new faculty evaluation form has changed and has been simplified. The merit plan applies to faculty and administrative faculty. Merit money has been set aside beginning fiscal year 2015. The committees goal is to bring the first look at the policy, to the Senate, in November. Curriculum & Articulation No Report Department Chairs Written Report/Action Items Chair Reagan brought forward the action item for the alternative schedule for fall, spring and winter semesters. The alternative schedule for summer was left out due to some contentious issues that are being worked out. Frank Daniels moved to approve the alternate schedule for fall, spring and winter. Janie Moore seconded. This schedule will go in to effect this spring. There will be some flexibility with the schedule this spring. All were in favor. Motion carries. Next item is prioritization of faculty positions. Department Chairs voted to move the English and Elementary Education positions to the top of the list to replace resignations. Susanne Bentley moved to approve, Scott Gavorsky seconded. One member opposed. Motion carries.
