ࡱ> 685{ bjbjzz .,""|||||4Lf$d6|||###||#### ֣S5F#0L###|###L" B: Proposals to Make Our Campus Safer #1) Arm Security: As we have talked about in previous meetings, for our security to carry firearms as a police officer, it would require extensive training which involves time and expense. Can they carry concealed with the proper permits? How much and what kind of training would allow them to carry concealed? #2) Allow concealed carry permit holders to carry on campus: Before permit holders can get a permit, extensive background checks are done. These people have proven to be law abiding citizens and in most cases will never be a threat because they are carrying a firearm on campus. In fact they would make the campus safer because of their ability to neutralize a threat and save lives. The threat comes from those who do not obey the law. #3) Allow and even encourage more campus employees to get concealed weapon training and permits: I believe the more permit holders there are, the safer the campus will be. #4) Quick Response team: The mines have First Responders to respond to medical type emergencies because those first few minutes are critical in saving a persons life. We have AEDs all over campus because of how critical those first few minutes are. If we have an active shooter on campus those first few minutes can be critical to save lives. Notice I said lives and not a life. If medical personnel save a life or an AED saves a life it is a great accomplishment. In the case of an active shooter we may be talking about saving several lives through quick action to neutralize a threat. We need people all over campus that are ready to respond to this kind of a threat, which leads us to a critical part of making this work. #5) Training: All of those who become part of this Quick Response Team or who South Dakota refers to as School Sentinels, will need to be trained in how to properly and effectively respond. I see this as an addition to our campus security system without adding more security personnel. I propose we use the summer when the campus is mostly unoccupied to do training. What We Hope to Accomplish These are not necessarily in order of importance. #1) Preventive Maintenance is a term we use often when you repair and fix problems with equipment. A good preventative maintenance program can eliminate or lessen the severity of problems. If we are proactive and establish a preventative maintenance program here on campus, then the chance of having a major situation is greatly reduced or eliminated. For 12 years Utah teachers have been allowed to carry firearms. There has not been an intentional or accidental school shooting in in that time. We could post signs around campus that state teachers and administrators on this campus may be carrying firearms. In most cases the perpetrator is trying to make a statement or get noticed for what they are planning on doing. If he knew he could face someone with a gun he would go somewhere else. Wouldnt that be better than a sign that said No Firearms where the perpetrator would see no opposition? #2) I am hoping we can lead the way for other schools to do the same thing. I definitely would rather have a shooter making his statement here than in the school where I have 4 grandkids in that school. Many of us have kids and grandkids in the schools here. If you read about how they have determined the incident played out at Sandy Hook Elementary, you will find there were many opportunities to stop Adam Lanza if someone would have been armed. If the principal would have been armed it could have been all over before a life was lost. I would want the teachers to be armed if that happened at the school here in Elko where I have 4 grandkids attending. #3) If you are around this campus late in the evening, there are people going to vehicles from evening classes. Because we are a school, why should we not let people have a way of protecting themselves? If we had multiple security people all over campus then maybe this would not be a problem, but all we need in these times of budget cuts is to hire more people. So what is the cost of a life? #4) If you look at the school shootings that have taken place over many years you will find that teaching is a hazardous profession. Students get upset about a grade or something and decide they are going to attack the teacher. In the information I looked at, before Columbine, most of the shootings in schools were directed at teachers. I talked to a teacher here at our campus who teaches late classes who had to remove a student from his class for discipline problems. Because of the reaction of the student, he was very concerned for his safety as he made his way to his vehicle in the dark. This teacher has a concealed weapon permit but obeys the law and does not carry on campus. #5) I talked to one of our security personnel who was asked to check out a situation that made him very nervous. A student was carrying an oversize backpack and looked suspicious. I believe our security should have a way of defending themselves if they are required to confront people in these situations.
