Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the January 18, 2013 meeting. There were 4 proxies recorded. The motion passed unanimously. senate chair report: Information Chair Freistroffer reiterated some budget information. Chair Freistroffer talked about different ideas that could take place to keep the college from collapsing. Make sure you let your students know that we do finish teaching the students in their specific programs. The BOR controls and approves what programs we have. Lisa Frazier asked about the new distance education regulation. Chair Freistroffer explained that in order to export education to another state, you have to have that states approval in order to teach online in that state. The WICHE states are working on an approval process for this. Cathy Fulkerson stated that we have students in 25 different states. Laurie Walsh asked what the faculty is going to do to let their voices be heard, on the budget issues. Chair Freistroffer responded that John Rice and President Curtis have been writing articles about students and the college and placing them in the newspaper. Laurie suggested some positive advertisement about the college. Chair Freistroffer feels that, in the interim, is to support full mitigation funding while the budget gets worked out. Chair Freistroffer read a resolution that he would like to see supported by the Senate. Chair Freistroffer called for a motion to approve the resolution. A motion was made and seconded. All were in favor. Motion passes. Chair Freistroffer will send the resolution out to the necessary people. The E-Learning report came out today. Chair Freistroffer reviewed what is in the report and that what is in it is going to be generally good for the State. It is going to force consolidation and coordination. Online degrees have to be coordinated across the state and they dont necessarily need to be located at an institution. About 80% of the report sounds like a good idea. It is going to be a work in progress for the Regents. Lisa Frazier feels that the regents will pick and choose what sounds good and they may not understand the items and may need some education from us. Lisa will be meeting with Regent Melcher to discuss the issue. This could be very problematic for the smaller institutions. We need e-learning at the smaller colleges. The steering committee does not feel that the report reflects the ideas of the committee. committee reports Academic Standards Written Report/Action Item Jan King brought forward the action items. A request from the nursing department to waive one credit of upper division for a student. The student would graduate with 47 credits instead of 48. The reason for the waiver is that the nursing department has changed their requirements. Jan moved to approve. Steve Theriault seconded. One abstention. Motion passes. Chair Freistroffer talked about the definition of a credit hour for live courses and online courses. The policy is 3.50 A Guide to the Credit Hour. The title has been changed to Credit Hour Determination. Chair Freistroffer reviewed the policy. Presidents Council has approved this item. There isnt really much of a change except to define online and live with the same type of criteria. Russ Orr motioned to approve and Laurie Walsh seconded. All were in favor. Motion passes. Adjunct Faculty Written Report Assessment Written Report Budget & Facilities No Report Bylaws Written/Verbal Report Frank Daniels talked about the committee structure and service to the institution. Service can be defined as serving on a committee but could also be measured in some other way. The service would have to be approved by the supervisor. The service would have to be institution wide, not departmental, and you could not be paid for serving on the committee. It could be a program committee and could potentially be non-committee service. This will be brought back to Senate, for approval, next month. The change would take effect next year. Compensation & Benefits Written Report Curriculum & Articulation Written Report/Action Item Jan King brought forward the action items. One item is the addition of a new course, PSY 435, and the other is the addition of a new Certificate of Achievement in Human Resources. Jan moved to accept the action, Laurie Walsh Seconded. Department Chairs Written Report Distance Education Written/Verbal/Action Item Lisa Frazier and Carrie Bruno did a presentation on the lecture/capture system. This system allows the opportunity of two live streaming videos. There is ongoing streams so students can fast forward, stop, pause, go back, etc. There is also an opportunity for a live feed. You can do an IAV course and an online course at the same time. Currently, we have 2 lecture/capture rooms and Lisa has funding for another room. One issue is that our current policy is out of sync with the current practice. Lisa brought forward the action item to get the policy in sync with actual practice. The policy is the online policy, only. Lisa reviewed the wording that will be posted in the lecture/capture rooms. Bob Hannu has the rooms set up to where the students are not being captured. The notice should be put in the syllabus. When you place the link for lecture/capture in WebCampus, the students within the course would have access to the links. This technology helps fulfill our mission. A motion was made and seconded to remove the online verbiage from the current policy. All were in favor, motion passes. The Equal Employment Opportunity Hiring Guidelines have been approved by Presidents Council. The guidelines will be posted on the Personnel webpage. The committee has also been working on a draft for how NSHE policy relates to tenure track faculty. Carl Diekhans has put in an application for Professor Emeritus status. He spoke about the legislature hearings regarding the budget. Regent Melcher made reference to the legislative website and stated it is a lot better than it used to be. He also made reference to the NELIS link, on the website, and by clicking on the link you have access to every document the legislators have. Regent Melcher has been listening to different hearings and almost everything is focused on rural areas, community college concerns and it is very encouraging. The Chancellor is pounding hard for full mitigation for two years. The Regents are in full support of full mitigation. The economic forum will not meet until May, so we wont know what the budget will be until May. Beginning at the end of February, the Regents will be receiving reports on issues in service areas for institutions but they are going to look at it through different pieces. They are going to look at it through e-learning, which Regent Melcher isnt too excited about. They will also be looking at business processes throughout the State and what can be done to improve and make them more efficient and also sharing the services. The Presidents of the Universities are trying to work better with the community colleges. There has been some talk about the cyber institute. This is a proposal to create a new institute, within NSHE, to deal with cyber security. It doesnt sound like the system is behind the cyber institute. It sounds as though UNLV may be interested in creating some cyber security programs within a program they already have. Frank Daniels asked about the mitigation issue. Could the mitigation continue longer than 2 years? Regent Melcher feels that we need to mitigate as long as is necessary to keep the college from being harmed. The Chancellor made it very clear that you need to have a mechanism to implement the funding change. Lisa Frazier mentioned that we are losing students who are afraid that programs wont be available when they need them. Regent Melcher didnt have an answer but feels that it is important that the college community come together to develop a plan for dealing with students and putting out good publicity and the quality, compassion and the direction that the college is headed. He feels that there is a lot of potential for good things to happen with the college. John Newman asked about the cut amount and if that is still going to be a valid number. The Chancellor says there is no way we can have that kind of cut. Norm Whittaker talked about the CTE program not being able to provide enough sessions of the millwright program. CSI, College of Southern Idaho, has met with the mines because we have not been able to produce enough graduates. CSI has copied our classes and it is cheaper and Newmont is funding the program. Cathy Fulkerson mentioned that the State is not able to support this process and that the mines would have to fund the program. Cathy will provide Regent Melcher with more information on this issue. Chair Freistroffer added that President Curtis feels strongly that we will finish teaching students through their programs. Alex Porter, SGA President, and Laurie Walsh talked about Edibles for Education for Communities in Schools. The food drive will begin Tuesday, Feb. 19th. Boxes will be placed around campus and the drive will go on for two weeks. The donations will be packed up and delivered on March 1st. Laurie will provide information as to what foods are being requested. The career fair will be held April 17th in the Leonard Center for Student Life, from 9 am until 12 pm. Information will be sent out in the next few weeks. PUBLIC COMMENT Lori Gilbert spoke to the Senate about promoting the college and ways to do that. She suggested packing the theatre for the Little Shop of Horrors production and the film festival; support all the things that are happening on campus. Solidify your talking points and become well versed so you can talk about them in public. Talk up classes, tutoring, the library and all of the resources the college has. Volunteer to talk to service clubs about GBC. Dont underestimate your allies; k-12 is very supportive of GBC. Volunteer to read to students during reading week. All these things will help support the college.
