Approval of minutes: Action A motion was made and seconded to approve the Faculty Senate Minutes from the December 7, 2012 meeting. There was 1 proxy recorded. The motion passed unanimously. senate chair report: Information Chair Freistroffer reported on the Governors State of the State address. The Governors proposal is to do away with half of the furlough days, immediately, but keep the 2.5% reduction in salary. Half way thru the biennium, merit would, possibly, be restored. The Democrat response said no to furloughs, to get rid of the 2.5% pay cuts and give merit back. Chair Freistroffer reported on the budget. The Governors budget proposes re-establishing traditionally non formula programs, mainly at UNR and UNLV. Eliminating general fund offsets with student fees. The revised higher education funding formula, intact, is in the budget proposal. Revision to the formula committee recommendation is up in the air. Smooth losses, at GBC, and phased in full formula, this biennium, means that we would phase in the full formula, over four years, with a 10% cut the first year and an additional 5% the next year. The rest of the cut, which is 30%, would happen over the next biennium. The Legislative committee, on the funding formula, suggested what they call hold harmless or mitigation. Scott Gavorsky asked about the long term goal of NSHE. Chair Freistroffer responded that the vision is funding per student/funding of quality. The cuts appear to be a step down over 4 5 years. Chair Freistroffer has sent out information on child protection and back ground checks. Please be sure you review the information and forward comments to Chair Freistroffer. He will forward any comments to Pat Anderson. committee reports Academic Standards Written Report/Action Item Jan King brought forward the action item regarding a student, in the Land Survey program, and a request to substitute two out of three integrative seminars. It was suggested, by the department, that the student be allowed to substitute one course. Jan moved to approve the action item, Mary Doucette seconded the motion. Three members abstained. Health Sciences and Human Services No Report UNFINISHED BUSINESS None NEW BUSINESS - INFORMATION General Education Survey Mary Doucette informed the Senate of the General Education Survey that was to come out in February, however, it was decided that the information from the survey would be beneficial for a grant, so the survey will, possibly, come out on Tuesday. This is a quick survey and the committee would like your input to help the committee out. All faculty are encouraged to complete the survey and it is anonymous. PUBLIC COMMENT-Jeannie Bailey talked about a grant that has been received from the National Endowment for the Humanities. Jeannie encouraged everyone to go back and let their departments and let them know that this is an important grant and does not only affects individual Humanities courses or programs but could be systemic. Jeannie would like a lot of feedback from everyone. The grant could be up to $500,000.00 with a 2 -1 match. The college would have to come up with one million dollars, as a match. John Rice is confident that we can come up with this match. There could be many uses for this grant.
