Approval of minutes: Action A motion was made and seconded to approve Faculty Senate Minutes from the August 31, 2012, meeting. There was 1 proxy recorded. The motion passed unanimously. senate chair report: Information E-learning consultants will be coming to the campus on the 25th and 26th. The consultants want to survey where we are on all NSHE campuses. The emphasis of the e-learning initiative is how we can teach online more people effectively and affordably, with best practices. The consultants were impressed with the levels of online classes that all of the NSHE colleges are doing. We arent behind. Recommendations will go to the Chancellor and the Board of Regents in November. The consultants will be meeting in small groups and with key e-learning people on our campus. The consultants will be getting the facultys perspective of how we do e-learning and where we could go in the future. If you meet with a consultant, show them how GBC is efficient and not wasting money, and talk about our effectiveness and that we are aware of and use best practices. Scott Gavorsky asked about overall class effectiveness and some rumors. Chair Freistroffer squelched the rumor. Heather Steel asked if this initiative had to do with the building of the virtual online college. Chair Freistroffer doesnt believe that that is where we are going. David talked about centralization of online classes. We are currently partnering with TMCC in some of our online classes. This is all speculation based on what consultants have done in the past. All Faculty Senate Chairs are extremely skeptical of too much centralization. Cathy Fulkerson made a comment about language when talking about delivery of programs to our service area. There is an official federal definition of campus. We only have one campus, in Elko, and then centers, sites and other locations. Steve Theriault asked if any of the consultants that are coming are part of the original group from the online academy. Chair Freistroffer said no, they were not associated. Carrie Bruno asked if they will be looking at individual courses. Chair Freistroffer doesnt think so. Chair Freistroffer sent out copies of policies that have proposed changes. Chair Freistroffer reviewed the policies. Pat Anderson asked a question regarding the excess credit fee and about students that started a major and didnt like it and changed to another one. The student will have excessive credits, in this case, and that should be taken into consideration. Chair Freistroffer feels that is why the credits are set at 150% and there is an exception in the policy for people who have changed majors. Cathy Fulkerson asked if they had taken into consideration the cost of implementing the fee. Chair Freistroffer is not aware if they have. Community College Salary Schedule. Chair Freistroffer reviewed the proposal that is moving from the step based system to a COLA plus merit based system. Frank Daniels gave a verbal report along with his written report, regarding the salary schedule. Jessica Russell asked if increases would be restored. The Governor, Chancellor & the Board have talked about restoring faculty pay back to when the budget cuts began, no back pay or steps would be included, and to begin merit or COLA increases. Justine Stout asked if salaries would go up for people that were just put in to professional positions. Possibly no, unless you have dropped off the bottom of the scale. Its not going to be immediate. At the November meeting, we will have guests speaking about retirement plan changes. They will be coming to speak with us about possible positive changes. The committee would like to propose extending the deadline for departments to request equipment from October 1st to November 1st and a deadline for ordering equipment to be March 1st. Chair Freistroffer called for a motion. A motion was made and seconded. Chair Freistroffer called for discussion. Pat Anderson gave a more detailed explanation for the changes. In the past two years names havent been submitted. This is the faculty nomination for a student. VPAA McFarlane should be sending information out soon. INFORMATION President Curtis addressed the Senate regarding two personnel issues. As we all know, former President Carl Diekhans was in a transition year, this year. He has decided to retire and not return to the college. His formal retirement date is December 31st. The Vice Presidential position has been open for some years. Sonja Sibert has been the financial officer for the last 3 years. President Curtis has looked at the organizational chart and has asked why Sonja is not a Vice-President. With the Chancellors permission and NSHE policy, President Curtis has the authority to do a search waiver. President Curtis has promoted Sonja to Vice President of Financial Affairs, effective Oct. 1st. The Business affairs position, that she is leaving, will not be filled and the college will capture the salary savings. Heather Steel announced that on Oct. 30th the college and career fair will be held. There are some really neat things that the students will be able to get their hands on. The event will be from 8 am 12 pm. Heather really encouraged everyone to please get involved and thanked everyone for all the help with the videos.
