Elect Chair-of-Chairs Bonnie Hofland was elected as the chair-of-chairs for the 2012 academic year. Department Chairs Meeting Dates Meetings will be on Fridays two weeks prior to faculty senate meetings. Times will be determined once the interactive video schedule can be reviewed. An email confirmation will be sent to chairs with dates and times. Department Chair Responsibilities/Guidelines for Departments Interactions with Branch Centers Two handouts were distributed to the committee for review. The handouts serve as a reminder of responsibilities and interactions between branch centers and departments. Voting Members for Department Chairs The committee voted unanimously to include center directors as voting members. Each center director will have one vote. Departments represented by co-chairs will only receive one vote. Barbra Moss and Robert Hannu are considered ex-officio members. Attorneys Recommendations for IAV Recordings Several concerns were discussed with the system attorney. Those concerns were: a. FERPA, b. Purposes for recording classes, c. Faculty use of recordings, d. Potential for abuse of recordings, and e. Legal issues. The attorney recommends that GBC and its faculty institute a policy on the legality and use of recordings of classes, particularly when students are involved. The policy should include a list of exactly what uses can be made of recordings, and what conditions might accompany these uses. Two items that have already been addressed are: Signs have been posted in all IAV locations notifying students that classes are recorded. A form must be approved by the instructor when a student needs to view a class recording. The forms are located in all IAV classrooms. A sub-committee was formed to establish a policy. Mary Doucette, Ed Nickel, Xunming Du, and Robert Hannu agreed to serve as members. Faculty Positions Six temporary faculty positions have been approved to be filled as tenure-track positions. Those positions are diesel technology, marketing and management, computer technology, history, sociology/psychology, and biology in Pahrump. The diesel technology instructor position has completed the recruitment process and Earl Owen was the successful candidate. The computer technology and the management and marketing positions are currently being advertised for. All other positions are in the early stages of the recruitment process. Several positions were filled over the summer. Successful candidates were: Peggy Drussell Nursing Instructor (tenure-track) Steven Scilacci Welding Technology Instructor Rick Thuemler Commercial Drivers License Instructor Delene Volkert Certified Nursing Assistant Coordinator Ami Rogers Battle Mountain Coordinator Stephen Rubio Computer Network Technician An Audio Visual/Interactive Video/Computing Services Technician position will be recruited for during the next few months. The position was converted to a professional position. Chairs were requested to prioritize five new tenure-track faculty positions. Approval has been obtained to hire for two positions, with a possibility of three. The guidelines to prioritize faculty positions will be emailed to chairs. Chairs are to use the guidelines as a justification tool when requesting a position placement on the prioritization list. Once the list is determined, it will be recommended to faculty senate for approval. The item will then be taken to presidents council for final approval. Recruitments to convert temporary positions to tenure-track positions are a requirement. The Equal Employment Opportunity Act requires GBC to recruit for positions competitively. GBC has consistently adhered to this process in past searches. There is a difference in applicant pools when advertising for a temporary position as opposed to a tenure-track position. Attracting resourceful bright candidates that will fit into our campus community should be the main objective for hiring committees. The current process states that any GBC employee can be a voting member of a search committee. Non-GBC employees can serve on the committee as ex-officio members. According to the faculty senate by-laws, whenever possible the chair of a search committee should be a member of the personnel committee. The composition of the committee is usually decided upon by the department chair for the area. A mentor committee chair, for a temporary instructor position, can chair an interview committee for a tenure-track instructor position. All temporary positions must be approved by the VPAA. Public perception is a concern when advertising for positions. The president along with the chief development officer are addressing the issue and an article should be published in the near future. Accreditation and Assessment This academic year GBC will have a regional accreditation visit from NWCCU in April. The education and nursing departments will also be involved in national accreditation reviews. An essential focus this year will be assessment. Linda Uhlenkott has been reassigned to work on assessment and accreditation. Linda will be meeting with departments to effectively and efficiently incorporate an assessment plan. Cathy Fulkerson will be assisting Linda with the process. Assessment is a requirement, it is not a choice. Programs, classes, and all college functions will be included in the process. In the past we have been successful in demonstrating assessment practices; however, we have not been successful with documentation. Assessment documentation is crucial to the success of the accreditation review. The NWCCU year-one report was submitted and GBC received three recommendations. The recommendations were focused on our approach to the new practice; they had nothing to do with programs. The focus of the report should have been on what we do rather than what we plan to do. The plan is to rewrite the year-one report and resubmit for consent. The accreditation steering committee is reevaluating the mission statement along with our commitment statement. A revised mission statement will be sent to faculty senate requesting approval. Themes will also have to be reevaluated to determine the validity of their significance. Standard two of the accreditation process requires GBC to identify values. Chairs were presented with a list of possible values. Comments and suggestions should be directed to the VPAA. VPAA General Information PeopleSoft has caused some issues. The issues are being addressed and solutions are being created. Enrollment is currently down by approximately nine percent. The internet is now the largest campus. Forty-three percent of students are enrolled in internet courses. Distance education, internet and interactive video, makes up for approximately fifty eight percent of GBCs enrollment. GBC is exploring the possibility of obtaining a closed elementary school in Nye County. The facility would allow for more of a presence in Pharump and would offer more opportunities to students and staff. GBC has been approached to the possibility of including Pershing County in our service area. Weights, reflections, and goals are to be set by October 15 for the faculty evaluation process. Telephone logs should be kept and turned in with the phone distribution memo. The logs are required for auditing purposes along with the signed memo are required by auditors. A concern is that there is a considerable delay in the time that it takes to receive monthly phone bills. The VPAA will address the concerns with administrators and provide feedback. It is a possibility that if the signed memos are not returned, then long distance privileges could be revoked.
