Influenza, SARS, or other diseases have the potential to cause more death and illness than any other health threat. Institutions of higher education will be severely impacted due to the nature of campus life such as international travel by students, faculty, and staff and the proximity by which members of each campus community function day to day. In order to lessen the impact a pandemic disease outbreak can have on a college or university, local, state, national and international organizations recommend a pandemic response plan be in place. It is the NSHE belief that each institution needs a localized approach, involving the institution, local health departments and emergency response departments. For the purpose of Ĵý epidemic and pandemic will both be considered as requiring the same type of decisions and responses. The Nevada State Health Division defines the difference between an epidemic and pandemic as, an epidemic is an outbreak of disease that occurs in one or several limited areas, like a city, state or country. Once the disease spreads beyond the boarders of several countries, and affects many countries across the globe, it is called a pandemic. Pandemic preparedness plans should be living documents and updated in the time before, during and after a pandemic. To identify weaknesses and promote effective implementation, plans will be periodically updated. Procedures 1.0 Responsible Staff and Communication ProcessesThe responsibly for the primary portions of this plan will be the same as for any emergency for which the college emergency procedures plan and crisis communication plan would be in effect. Notifications will be to the same groups and campus community members as the campus crisis communication plan. (See GBC Policy and Procedures Manual Chapter 4.23, Crisis Communication Plan.) Members of the executive team will be responsible for final decisions: GBC president Vice president of administrative services Vice president of student services Vice president of academic services Members of the Campus responsible for providing input to decision makers: Dean of career & technical education Dean of distance education Director of institutional advancement Director of enrollment management Facilities manager Director of environmental health, safety & security Campus directors Chair of faculty senate Chair of classified council President of the student government association Information regarding official decisions by Ĵý will only be released with the prior approval of at least one member of the executive team. Individual departments will not release campus information other than making a statement specific to any one class with that class. All information released to the media, staff and public will be reviewed by the director of institutional advancement prior to release. When an epidemic or pandemic is determined to be affecting Ĵý the following persons and groups will be notified under the direction of the executive team. NSHE chancellor NSHE board of regents NSHE legal counsel NSHE risk manager Foundation board members of all campuses Advisory committees City council for the campuses affected All faculty, staff and students Notification will be by the most efficient means available given the circumstances of a regional illness. Use of the local radio stations, television stations and newspapers will be used to assist with notification. Campus email should be used to contact all faculty and staff not on the campus at the time of meetings and decisions. Administrative assistants will be requested to assist in making notifications of their faculty and students including contacting anyone that may be traveling off their primary campus. Each division and department should review all employee contact information and verify that each administrative or executive assistant has current contact information for all employees within that division or department. 2.0 Planning and PreparednessPlanning and preparedness should be similar to any other emergency type plan where basic management decisions have been made as to who will be overseeing the campus, who will be required to respond and assist with basic functions and how much of each campus will continue to function. 2.1 Basic principles of planning and preparedness for epidemic or pandemic outbreaks are: Limiting large gatherings of people at campus functions (college or otherwise) to slow the transmission of disease. Social distancing is a crucial factor. Determining how much of the campuses should be closed (e.g., all classes, some offices, all offices) or reducing the frequency of classes or office openings. Continuing building maintenance functions (e.g., heating, cooling). Continuing security functions to protect the college property. Consider special needs of certain departments (e.g., science labs). Given the rural location of GBC campuses, there may be some warning of an epidemic or pandemic. One person should be designated by the president to be the contact to the local health agencies and State Health office in each community. This will help with communication and limit the number of calls these agencies are receiving from GBC. Travel by any member of the GBC faculty or staff to any meetings, training sessions or other events will be cancelled. 2.2 Other essential elements. In the event of a communicable disease outbreak affecting Nevada one of the primary concerns will be attempting to maintain classes, support services and all critical functions as the epidemic takes its toll on staffing and student levels. The Center for Disease Control (CDC) estimates that staff levels will begin to decrease for reasons that may include personal illness, caring for ill family members, caring for younger children if the local school district closes schools and fear of contracting the virus. Human resources in cooperation with presidents council, the board of regents and NSHE administration must make determinations regarding employee use of accrued leave, FMLA or other types of leave depending on how long they must be away from work. The decision must also be made whether to use overtime to provide coverage for some essential and critical functions. Recommended planning includes cross training of specific job functions within each department so that if a communicable disease outbreak should occur essential and critical functions will be continued. 3.0 Communicable Disease Control ProceduresĴý is very concerned about the health and well being of the faculty, staff, students and campus community and includes this set of procedures in and effort to ensure that everyone has some basic knowledge of how to help protect themselves from person to person transmission of communicable disease. This document is not intended to be a medical reference and anyone with person health concerns should contact their physician. The following are common sense recommendations provided by the CDC and OSHA to prevent or slow the transmission of the virus. All persons should follow proper hand washing hygiene regularly using soap and warm water before and after meals, after direct hand contact with anyone who appears to be ill and anytime contact is made with surfaces that may have been contaminated such as classroom desks. All persons should be aware of others and cover their mouth and nose with tissue, a handkerchief or their sleeve when coughing or sneezing. Practice social distancing techniques by avoiding large gatherings such as movies, parties, school plays or community events. Employees who are ill are advised to call a supervisor discuss staying home until the employee is healthy. Those designated as critical employees and who are not ill should consider using a disposable surgical mask or workplace respiratory mask known as an N95 when working. Discuss with a supervisor whether some or all of an employees work could be performed via internet from home. This may make it possible to reduce the number of days you are required to be at work and thus permit social distancing. 4.0 Announcement of a Communicable Disease OutbreakOfficial notification of a communicable disease outbreak either within Nevada, as a countrywide epidemic or as a pandemic will be issued from either the CDC or the Nevada Health Division. Should Ĵý experience higher than normal influenza type illness within the service area at a time when an outbreak has not been declared statewide the presidents council and campus directors will determine if implementation of this plan should occur. Because of the regional aspect of the population centers within the State of Nevada a declaration of a communicable disease outbreak may be issued by the CDC or Nevada Health Division at a time when the Ĵý campuses have not been affected. The GBC executive team will make any and all determinations regarding, for example, the changing of campus functions, restriction of travel or reduction of class sessions. The presidents council will continue to stay in touch with all campus directors and will monitor the progress of the outbreak on a regular basis. 5.0 Campus Restrictions and CommunicationOnce the determination to suspend classes has been made students in GBC housing must be notified. As class suspension notification is received by the students it is likely that many of the housing residents will choose to leave housing and return to their family homes. Not all students will leave housing either because they do not have transportation home, they have jobs in the area or they do not have another residence to go to. The presidents council, the student services division and the housing coordinator will need to verify that all essential services, heat, water, garbage pickup, etc. are provided to all occupied housing locations prior to closing offices. Public information must be released accurately and in a timely fashion to reduce the tendency for panic. GBC faculty and staff should be notified via phone and email as soon as decisions are made so they may take steps to shut down their respective offices, work from home or in the case of essential and critical functions arrange for personal protective equipment such as gloves and surgical masks. The GBC crisis communication plan will be used to ensure that all concerned parties are contacted such as advisory boards and city councils in each community. Students should be notified about their classes in the normal manner set up for each class, by phone, email or other means that will quickly inform them of the campus decisions. The director of institutional advancement will be responsible for releasing information to the local newspapers, radio stations and television stations in each community. He will also provide information for the GBC webmaster to place on the website regarding closures and class changes. This will ensure that all information is accurate and each community receives the same information. Department chairs, department directors and campus directors will not release information or make statements to the press. All inquires should be directed to the director of institutional advancement or the presidents office. Closing of the campus and cancelling of classes will be handled in the same manner as under the GBC emergency procedures plan (4.21). Two checklists from the CDC one for use by colleges and one for child care centers are provided at the end of this plan. These may be used as guidelines so that steps are not left out of any closure program. 6.0 Recovery and ReopeningEach campus division should stay in contact with their respective staff members and keep track of news bulletins from the CDC and the Nevada Division of Health. When each division believes the majority of their staff are able to return to work or when the Nevada Division of Health advises that the communicable disease emergency is over, the campuses must determine the best method to resume normal functions. Similar to the emergency procedures plan it will be important to return all administrative staff and faculty to the campus a few days prior to the return of students. This will permit time to ensure all systems are fully up, running and functional. It will also provide time for those personnel to catch up on work they may have been unable to do. It will also permit rescheduling of all rooms and course locations. Notification to employees for return to work should be done as directly as possible such as via telephone or email. The director of institutional advancement will be responsible for releasing information to the local newspapers, radio stations and television stations in each community about the return to work date for employees, the return date for students and the opening of all campus services to the public. Before the campus reopens, the executive team and those who normally provide input will need to make recommendations and determinations of how the lost time during the closure will be made up. Depending on the timing in the semester and the length of closure there may be a need to continue courses into the summer or winter break to make up the required number of weeks. This decision should be made in conjunction with what other campuses in the NSHE decide to do and what the NSHE board of regents approves. 7.0 ResourcesThere are several sources for any division or department that wishes to use them as reference when working on their communicable disease planning. The web sites of the CDC, Nevada Division of Health and OSHA all provide free information and suggestions. The University of Nevada put together the initial pandemic communicable disease plan within NSHE and they are more than willing to release it as a reference to members of the Nevada system. Many colleges and universities outside of Nevada have placed their plans on their web sites for review.
