Although these missions will evolve through time, GBC is committed to university transfer, applied science and technology, business and industry partnering, developmental education, community service, student support service programs, and selected baccalaureate offerings. The college, historically and in the future, takes seriously the NSHE challenge for responsiveness to the programmatic needs of the service region. Ĵý is committed to a formalized planning process leading to (1) the NSHE-required long-term strategic plans; (2) annual action plans based on the strategic plan; (3) continual assessment of progress based on goals and objectives; and (4) the updating of plans as needed (e.g., new objectives, deletion of objectives that are no longer viable). Maintenance of annual work plans based on a long-term college strategic plan not only guides the allocation of resources and the timely completion of projects, they can demonstrate progress and provide a historical record. Procedures 1.0 Strategic Plan The 5-Year Strategic Plan approved by the Board of Regents on June 4, 2004, affirmed that the accomplishment of the mission is embraced in the four broad goals below: GOAL 1 Serving students: What we do. GOAL 2 Resources: What it takes to do what we want to do. GOAL 3 Culture: How we do what we do. GOAL 4 Economic and Community Development. Sets of objectives are found under each of the four goals. Each objective usually has tasks and activities judged necessary to achieve the objective. [See GBC STRATEGIC PLAN, 2004 2009 & Beyond.] 2.0 Periodic review and reporting of progress on existing strategic plan Annual work plans, based on the long-term strategic plan, are maintained by the three vice-presidents, the human resources director, and the director of institutional advancement. Accomplishment and progress of activities related to strategic plan objectives should be noted on the annual work plan. New activities or objectives should be added, at least on an annual basis. Those responsible for annual work plans will record the completion of activities and objectives and also indicate if certain activities or objectives have been abandoned for whatever reason. Inform Chancellors Office/Board of Regents periodically on progress. Notify Chancellors Office/Board of Regents of major changes in plan, as directed by NSHE Title 4, Chapter 14, Section 3. 3.0 Develop long-term strategic plan. 3.1 Establish ad hoc planning group selected by the president. The strategic planning groups activities may include the following: Consult NSHE planning/mission documents. Review GBC mission. Review existing long-term plan, assessing progress and appropriateness of objectives. Develop written report of the progress, including the use of institutional research data. Review relevant Northwest Commission on Colleges and Universities reports and evaluations. Consult existing GBC Academic Plan, Student Services Plan, Facilities Plan, Marketing Plan, and the College Foundation strategic plan. Develop rough draft for the new strategic plan. 3.2 Present report draft to various campus groups, including but not limited to the following. Wide participation is important at this stage because many or most of the potential respondents are those who are essential for effectively carrying out the plan. Faculty Senate Presidents Council Administrative Council Foundation Board Classified Council College Advisory Board Community groups throughout the service area Campus forums Service clubs Other 3.3 The strategic planning group will then present a final plan for review, alterations, and final approval of the presidents council.
